About The Position

This is a pipeline position for an anticipated new contract, with staffing expected to begin in November 2026. Employment opportunities are contingent upon final staffing requirements. Applications are being accepted in advance to identify qualified candidates for potential openings. The role involves designing or configuring voice, video, and data communications systems, supervising installation and post-installation service and maintenance, and providing support in translating business requirements into telecommunications requirements, designs, and orders. The specialist will provide in-depth engineering analysis of telecommunications alternatives for Government agencies to support their strategic modernization efforts, and telecommunications enhancement designs for medium and large-scale telecommunication infrastructures. Additionally, the role requires interface support to telecommunications end users, operations personnel, and strategic program management, as well as supporting the telecommunications infrastructure using technology and best practices like TCP/IP, routing protocols, LAN switching, Internet and Intranet systems, and SNMP-based network management systems. The position also entails leading design efforts requiring in-depth technical knowledge of both wide area and local area communications, analyzing network performance using tools like Sniffers and network management tools, conducting capacity planning and performance engineering, and performing comparative analysis of systems and designs based on merit, cost, and engineering economics. Coordination of post-installation operations and maintenance support is also a key responsibility.

Responsibilities

  • Design or configure voice, video, and data communications systems.
  • Supervise installation and post-installation service and maintenance.
  • Provide support in the translation of business requirements into telecommunications requirements, designs and orders.
  • Provide in-depth engineering analysis of telecommunications alternatives for Government agencies in support of their strategic modernization efforts.
  • Provide telecommunications enhancement designs for medium and large-scale telecommunication infrastructures.
  • Provide interface support to telecommunications end users, telecommunications operations personnel, and telecommunications strategic program management.
  • Support telecommunications infrastructure using technology, and telecommunications engineering best practices; Transport Control Protocol / Internet Protocol (TCP/IP), routing protocols, Local Area Network (LAN) switching, Internet and Intranet systems, and Simple Network Management Protocol (SNMP) based network management systems.
  • Lead design efforts that require in-depth technical knowledge of both wide area and local area communications.
  • Analyze network performance with tools such as Sniffers; network management tools; the conduct of capacity planning and performance engineering, modeling and simulation using industry tools.
  • Perform comparative analysis of systems and designs based on merit and cost (in terms of capital and ongoing operations); and/or engineering economics (engineering-related cost benefit analysis).
  • Coordinate post installation operations and maintenance support.
