About The Position

The Telecommunication Project Manager is responsible for end-to-end planning, execution, and closeout of fiber optic, telecommunication, and utility construction projects across Luck Grove's markets. This hybrid/field-forward position bridges office-based program governance with field execution, leading cross-functional teams, managing subcontractors, ensuring safety compliance, and delivering high-quality infrastructure builds on time and within budget.

Requirements

High School Diploma required
Current driver’s license if driving a company vehicle, or personal vehicle in the course of conducting business (e.g., client visits, attending networking events)
Minimum of five (5) years of project management experience in outside plant (OSP) and inside plant (ISP) fiber optic construction, including fiber splicing and testing
Proven ability to successfully manage multimillion-dollar projects while maintaining schedule and budget requirements
Strong knowledge of project management principles, tools, contract administration, and telecommunications construction practices
Proficiency in Microsoft Office Suite, including Word, Excel, Outlook, PowerPoint, Project, and SharePoint
Excellent communication, leadership, organizational, and problem-solving skills with the ability to manage multiple priorities and deadlines
Must be okay with travelling most of the time. About 50% travel, mainly from NY to any point in the country.
Demonstrated experience managing aerial and underground fiber builds, subcontractor teams, and field construction operations.
Strong knowledge of telecom principles, NESC/OSHA safety regulations, and municipal permit workflows.
Excellent leadership, problem-solving, analytical, budget management, and interpersonal communication skills.

Bachelor’s degree in Construction Management, or related discipline preferred.
Associate’s Degree in Business, Technology, or related field
Relevant industry certifications, such as PMP, Certified Fiber Optic Installer/Technician, or manufacturer training (Corning, OTDR, etc.)
Project Management Professional (PMP) or equivalent project management credential.
Hands-on experience with GIS mapping tools, project scheduling software (e.g., Monday.com, MS Project), and ADP Workforce Now.
OSHA 30-Hour Construction Certification.

Responsibilities

Maintain effective communication with subcontractors, vendors, and internal and external customers to support project success and customer satisfaction
Allocate and manage project resources to ensure projects are completed on time and within budget
Manage project budgets, maintain full project P&L responsibility, and support invoicing and collections efforts
Implement project scope changes, contract pricing updates, and installation plan revisions, including change orders
Prepare and manage project installation plans, schedules, goals, and job procedures
Coordinate engineering, installation, subcontracting activities, and scheduling with other trades
Supervise installation labor and subcontractors to ensure quality workmanship and timely project completion
Maintain accurate records related to project status, material flow, and project changes
Troubleshoot project issues and collaborate with operational and financial teams to mitigate impacts and maintain profitability
Assist with the design and engineering of aerial and underground fiber optic systems and develop Bills of Materials (BOMs) for project execution.
Review pole attachment permits, ROW access rights, conduit routing, and GIS mapping before work package release.
Perform field walkouts and constructability assessments to identify potential environmental, physical, or municipal obstacles early.
Coordinate make-ready work with local utility providers, electric companies, and municipal permitting authorities.
Oversee daily aerial and underground fiber construction, splicing, node placements, and path construction across active project sites.
Develop and manage baseline project schedules, tracking critical path milestones and work package deliverables.
Proactively address schedule delays, site disruptions, or resource constraints to maintain project momentum and deadline adherence.
Lead, mentor, and support internal field leads, supervisors, and construction crews to maintain alignment on project scope and quality.
Conduct regular monthly performance reviews, setting goal-oriented milestones and improvement plans for team members.
Coordinate with Human Resources on team compliance, personnel documentation, and safety policy adherence.
Direct subcontractor selection, onboarding, scope definitions, performance auditing, and invoice reconciliation.
Ensure subcontractors strictly comply with Luck Grove technical specifications, safety standards, and project schedules.
Negotiate site-level vendor change orders and verify subcontractor deliverables against contract milestones.
Oversee material staging, reel management, specialized equipment allocation, and inventory controls to minimize downtime.
Monitor project budgets, cost-to-complete projections, labor hours, and material utilization to drive cost efficiency.
Review and approve project change orders, billing milestones, and commercial closeout documentation.
Enforce compliance with NESC, OSHA, and client-specific engineering standards across all deliverables.
Oversee OTDR trace analysis, optical power meter testing, splicing audits, and final closeout test packages.
Lead client walk-throughs, punch-list resolutions, and formal project handovers to ensure client satisfaction.
Strictly enforce Luck Grove Safety Manual guidelines, standard PPE requirements, and daily Job Hazard Analyses (JHAs).
Act as the primary operational liaison between clients, municipal officials, landowners, and utility partners.
Implement formal change management controls, ensuring all project scope modifications are properly documented and authorized.
