Lead and administer the end-to-end technology sourcing lifecycle, including intake, requirements validation, market research, competitive evaluation, vendor due diligence, negotiation, contracting, implementation handoff, renewal, and termination. Manage TEC operations, including meeting schedules, agendas, materials, decision documentation, action items, approvals, and stakeholder communications. Partner with business and clinical requestors to clarify needs, expected outcomes, funding, timing, alternatives, dependencies, and total cost of ownership. Develop and execute sourcing strategies for software, hardware, cloud services, professional services, maintenance, support, and other technology-related purchases. Coordinate requests for information, proposals, and quotations; establish evaluation criteria; facilitate vendor demonstrations; and document objective selection recommendations. Partner with Legal on contract review and negotiation, including pricing, service levels, data protection, security requirements, warranties, limitation of liability, indemnification, termination rights, audit rights, and renewal provisions. Coordinate vendor risk, cybersecurity, privacy, architecture, integration, accessibility, compliance, and operational assessments with the appropriate subject-matter experts. Negotiate commercially favorable pricing, terms, service commitments, and protections while maintaining productive vendor relationships. Maintain a centralized inventory of technology agreements, renewal dates, notice periods, financial commitments, ownership, risk findings, and required actions. Monitor contract performance, vendor obligations, service levels, utilization, spend, and stakeholder satisfaction; coordinate corrective actions and escalations when needed. Establish a risk-based vendor governance framework that segments vendors by criticality, spend, data access, operational dependency, and regulatory impact, with oversight requirements appropriate to each tier. Develop and maintain vendor scorecards and lead periodic business reviews that evaluate service levels, quality, responsiveness, security and compliance obligations, financial performance, contractual commitments, and opportunities for improvement. Own vendor issue management and escalation, including root-cause analysis, corrective action plans, service credits, dispute resolution, risk acceptance, and timely communication to accountable stakeholders. Coordinate vendor onboarding, material changes, and offboarding with business owners and control functions, ensuring appropriate access, documentation, knowledge transfer, data return or destruction, asset recovery, and continuity planning. Partner with vendor and internal leaders to maintain relationship plans, product and service roadmaps, executive engagement, innovation opportunities, and succession or exit strategies for critical suppliers. Lead renewal planning far enough in advance to assess value, utilization, alternatives, budget impact, negotiation leverage, and termination requirements. Identify opportunities to consolidate vendors, eliminate redundant technology, improve license utilization, reduce cost, and simplify the technology portfolio. Prepare sourcing analyses, negotiation summaries, status reports, decision briefs, dashboards, and recommendations for leaders and governance committees. Establish and improve sourcing standards, templates, workflows, controls, documentation, and performance measures. Support audits and ensure sourcing records are complete, accurate, accessible, and retained in accordance with organizational requirements.
