San Francisco Public Works Information Technology (PWIT) designs, develops, operates, and maintains department-wide technology products, services, systems, and equipment. Services include process analysis and planning; software development, configuration, and implementation; network and hardware installation; technology operations; service desk and security; and software support and system compliance. PWIT manages an extensive portfolio of strategic technology initiatives, including application modernization, cloud migration, capital project and construction management, enterprise asset management, regulatory support, data management, collaboration improvements, and service management. Public Works currently has a vacancy for a Technology Product Director within the Information Technology Division - Project Management Office.

Requirements

An associate degree in computer science, information systems, business administration, UX/UI design or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field].
Five (5) years of experience in digital product management, system administration, information systems development, maintenance and support, software engineering, or information technology project management, including two (2) years of experience leading a major technology product, system, or project involving cross-functional teams and multiple stakeholders.
One year of additional experience as described above may be substituted for the required degree.

Responsibilities

Develop and present product, service, and technology strategies aligned with department goals; lead product/project intake reviews and create business cases, product visions, and prioritization/investment recommendations.
Translate strategic goals and user needs into actionable plans, including backlogs, delivery schedules, and release communications.
Maintain an enterprise portfolio view and provide clear executive reporting on status, budget, risks, and capacity.
Strengthen the PMO and product‑management functions through improved procedures, governance, templates, tools, metrics, documentation and training.
Lead discovery, scope, requirements, and process‑improvement efforts; direct end‑to‑end delivery and continuous enhancement of digital products, services, and systems.
Establish user‑centered, data‑informed practices and monitor performance, adoption, reliability, and user satisfaction metrics.
Review production activities, resolve operational issues, and coordinate installation and implementation with internal and external partners.
Ensure deliverables meet quality, readiness, security, supportability, and sustainability standards before release or presentation to stakeholders.
Determine staffing needs and oversee, coach, evaluate, and direct staff, consultants, and contractors.
Lead cross‑functional teams, facilitate decisions, resolve conflicts, and maintain progress across concurrent initiatives.
Manage budgets, prepare cost estimates and funding requests, and present recommendations to governance/funding bodies.
Plan and manage procurements, including requirements, requests for proposals, evaluations, purchase recommendations, contracts, vendor accounts, and consultant performance.
Develop and coordinate change‑management, communication, training, adoption, and support plans.
Serve as liaison to Public Works bureaus, other City departments, and external partners to coordinate product, user, data, and technology needs.
