About The Position

Ontario's Public Safety Radio Network (PSRN) is one of the largest and most complex public safety radio networks in North America, serving over 38,000 front-line and emergency responders. The Emergency Services Telecommunications Division (ESTD) is undertaking an ambitious project to upgrade the PSRN system, making it more modern and compatible with national networks. This project involves collaboration with various ministries and partners, including the Ministry of Health and the Ontario Provincial Police. The project is governed by a steering committee and includes activities such as business analysis, vendor coordination, stakeholder management, training, organization change management, project governance, radio resource acquisition and deployment, network design, site readiness, transition planning, and service management.

Requirements

  • Leadership experience in the development and implementation of technical architectures at the specified experience level.
  • Extensive experience with at least three different platforms, operating systems, environments, database technologies, and communications protocols.
  • Experience with middleware and gateways.
  • Knowledge of performance considerations in different environments.
  • Experience in structured methodologies for the design, development and implementation of applications.
  • Extensive experience in systems analysis and design in large systems environments.
  • Knowledge and experience designing processes around ITIL and ability to guide others using this methodology.
  • Experience preparing conceptual, logical and/or physical processes and data models.
  • Experience in the use of Computer Aided Software Engineering (CASE) tools and other software tools such as project management tools.
  • Awareness of emerging technologies, trends and directions.
  • Excellent analytical, problem-solving and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills.
  • A team player with a track record for meeting deadlines.
  • Extensive knowledge of P25 radio technology acquired through a minimum of eight (8) years of design and/or support, preferably in a Motorola environment.
  • Minimum of five (5) years in a supervisory position managing and/or administering a P25 radio network.
  • Hands-on experience with voice and data encryption equipment such as KMF, KMF workstation and KVL.
  • Hands-on experience using Motorola ZoneWatch, the Provisioning Manager software(PM) and Unified Event Manager (UEM) or equivalent.
  • Proficiency in producing various reports as they relate to the LRC use of the LMRN.

  • Extensive experience with IP Networks, Telephony, and Satellite systems.
  • Experience communicating technical concepts to lay audiences.
  • Experience negotiating / resolving project direction to achieve consensus.
  • Experience collaborating with stakeholders, Business Analysts and project management.
  • Experience in the design and implementation of large telecommunication networks, both IP and Public Safety Radio, within public sector environments.

Nice To Haves

  • Experience in developing enterprise architecture deliverables (e.g. models) based on Ontario Government Enterprise Architecture processes and practice.
  • Knowledge and understanding of Enterprise Content Management (Open Text ECM applications).
  • Knowledge and understanding of Information Management principles, concepts, policies and practices.
