About The Position

The Washington State Department of Corrections is seeking a strategic leader to join the Information Technology team as a Technical Systems Manager (Data Science & Informatics Specialist 3)! The goal of this position is to oversee the technical infrastructure that supports the agency’s healthcare technology ecosystem, including system interfaces utilizing HL7 and FHIR standards, identity and access management, data integrations, security controls, and third-party application connectivity. Working in close partnership with the Health Services Division, Information Technology, and other key support areas, the Technical Systems Manager will provide expert information for the planning, implementation, stabilization, and ongoing management of the Washington State Department of Corrections’ Epic electronic health record (EHR) environment. The candidate of choice will serve as the technical leader for the Electronic Health Record (EHR) project and the Health Care Management and Coordination System (HCMACS) program, applying advanced expertise as an Epic Technical Applications Manager to ensure the secure, reliable, and effective operation of critical healthcare systems. The Technical Systems Manager is tasked with a team of technical analysts and system engineers, providing leadership, guidance, and accountability for the delivery of highly complex technical solutions. We are searching for an individual to serve as the principal liaison between the Department of Corrections, statewide information technology organizations, Epic technical teams, and external vendors to coordinate system integrations and resolve complex issues. Through strategic collaboration and technical oversight, the Technical Systems Manager ensures that the Epic platform remains resilient, compliant, and seamlessly integrated with existing technologies, enabling the delivery of high-quality healthcare services across the correctional system.

Requirements

  • Five (5) or more years of experience with Epic technical environments, with hands-on experience implementing interfaces, security, and infrastructure components
  • Current or Former Epic certifications(s) or proficiency in Bridges, Chronicles, Interconnect, Hyperspace Configuration, or Security modules
  • Strong experience managing integrations via HL7, X12, CCD, FHIR, APIs, or other healthcare standards
  • Demonstrated experience leading technical projects or teams through an Epic implementation or major upgrades
  • Excellent communication, stakeholder engagement, and project leadership skills

Nice To Haves

  • Bachelors or higher degree in Health Informatics, Public Health, IT, or related field
  • Best in class Electronic health record (EHR / EMR) systems, EPIC certification ideally
  • Working in a hospital, clinic, laboratory, or other clinical setting
  • Health Level 7 (HL7) standards such as (FHIR, ELR, v2, eICR, CCD, CQL, and Data Exchange for digital Quality Measures (dQM), etc)
  • Familiarity with state IT security standards, incident response protocols, and network infrastructure in a government setting
  • Knowledge of platforms such as Ensemble, Cloverleaf, Mirth, Citrix, Microsoft Azure, or state-hosted data centers
  • Prior experience implementing Epic within a correctional health, public health, FQHC, or government healthcare organization

Responsibilities

  • Leading all technical workstreams for the DOC’s Epic implementation, including interface engine setup, security configuration, printing, and third-party system integration
  • Managing a team of application analysts and other technical experts in ensuring completion of related tasks
  • Ascertaining business requirements, understanding and interpreting Epic and integrated systems and serve as the expert for all technical aspects of the DOC Epic implementation
  • Oversight of the configuration and deployment of Epic’s interoperability tools, including Care Everywhere, FHIR APIs, Bridges, and Interconnect
  • Collaborating with state infrastructure teams on network readiness, hardware provisioning, Citrix/VDI deployment, and printing architecture required for Epic operations
  • Assessing, determining, and providing information on the complexity of requests driven by the business and HCMACS Program
  • Leading and directing work of business analysts, application analysts, testers, project managers, and end users to elicit requirements
  • Managing readiness activities including workflow mapping, integration design, data conversion planning, training coordination, and environment build oversight
  • Independently conducting research and through independent leadership recommends technical solutions to solve business problems and enhance the performance and quality of applications
  • Partnering with HCMACS program Quality Assurance to ensure improvement recommendations are swiftly adopted and maintained throughout implementation and ongoing operations
  • Coordinating the integration of Epic with external systems such as laboratory systems, pharmacy platforms, health information exchanges (HIEs), claims processors, and institutional data warehouses
  • Leading the configuration and management of user roles, templates, and security classes in Epic
  • Managing a team of technical application analysts, interface engineers, and security specialists in a matrix organization with both direct reports and dotted line oversight
