About The Position

This role involves working on engineering projects with critical problems that require significant technological advancements and extensive development. The Technical Specialist III will lead, generate, process, and support the review of engineering documentation essential for certification programs from initiation to completion. This position is responsible for the entirety of complex engineering projects within their defined scope, making authoritative technical decisions and recommendations that significantly impact extensive engineering activities. The role requires applying advanced technical principles, theories, and concepts, leveraging broad expertise or unique specialized knowledge. Responsibilities include reviewing and approving certification deliverables such as certification plans, summary compliance reports, correspondence, and issue papers. The specialist will develop work methods and standard operating procedures for certification processes and tools, and recommend improvements to existing processes. They will also author issue papers, assist in preparing applicant responses, and lead the development of innovative principles and ideas. The role demands independent action to optimize technical product, cost, and schedule requirements, working under consultative direction and using independent judgment. Additionally, the specialist will develop standards and guides for diverse engineering activities, conceive and plan investigations into critical areas lacking engineering precedents, and develop overarching project plans for certification, including basis, plans, schedules, budgets, and deliverables. This includes developing new project-specific issue papers, exemptions, Special Conditions (SC), Alternative Means of Compliance (AMOC), and Equivalent Levels of Safety (ELOS), as well as compliance checklists for airworthiness and environmental regulations. Demonstrating compliance involves developing, releasing, controlling, and submitting accurate type design data, analyses, plans, and reports. The specialist will develop certification strategies for new and derivative aircraft, major and significant design changes, and assess the impact of regulatory changes. Participation in industry conferences and acting as a liaison between the company engineering department and civil aviation authorities are also key aspects of the role. Other duties as assigned.

Requirements

  • Bachelor’s degree in Mechanical Engineering, Aerospace Engineering, or a related technical field required.
  • Thirteen years of experience in job offered or related position in airworthiness engineering required.
  • Experience with aircraft certification processes, procedures, and objectives.
  • Experience with the aircraft development lifecycle.
  • Experience authoring issue papers.
  • Experience writing certification plans and test plans.
  • Experience with FAA 14 CFR Part 21, Part 25, and Part 183.
  • Understanding of the FAA, the EASA, and the ODA.
  • In lieu of a Bachelor’s degree in Mechanical Engineering, Aerospace Engineering, or a related technical field and thirteen years of experience, Employer will accept a Master’s degree in Mechanical Engineering, Aerospace Engineering, or a related technical field and eleven years of the above-requested experience or a Ph.D. in Mechanical Engineering, Aerospace Engineering, or a related technical field and nine years of the above-requested experience.
  • Must have legal authority to work in the U.S.
  • Ability to read, write, speak, and understand the English language.

Responsibilities

  • Work on engineering projects containing critical problems, the solution of which requires major technological advances and extensive related development.
  • Lead, generate, process, and support the review of engineering documentation required for certification programs from project start to closure.
  • Be responsible for an entire engineering project of major complexity within established scope.
  • Make technical decisions and recommendations that are recognized as authoritative and have an important impact on extensive engineering activities.
  • Apply advanced technical principles, theories, and concepts based on broad expertise or unique specialized knowledge.
  • Review and approve certification deliverables (certification plans, summary compliance reports, correspondence, issue papers, etc.).

  • Conceive and plan investigation of broad areas of importance for which engineering precedents are lacking in areas critical to the program.
  • Develop overarching project plan for G400 certification, including certification basis, Project Specific Certification Plans, System Certification Plans, schedule, budget, and deliverables.
  • Develop new project-specific issue papers, exemptions, Special Conditions (SC), Alternative Means of Compliance (AMOC), and Equivalent Levels of Safety (ELOS).
  • Develop compliance checklists to meet airworthiness and environmental regulations.
  • Demonstrate compliance by developing, releasing, controlling, and submitting accurate type design data, analyses, plans, and reports per the agreed-upon Certification Plans.
  • Develop certification strategies for new and derivative aircraft, major design changes, and significant design changes.
  • Assess impact of Notice of Proposed Rulemaking (NPRMs) or potential changes to guidance material (industry or regulatory) to apply to future design development.
  • Participate in industry conferences, working groups, and committees related to aviation certification as assigned.
  • Act as liaison between the company engineering department and civil aviation authority specialists on aircraft certification projects.
  • Perform other duties as assigned.
