About The Position

We have an exciting career opportunity for a Technical Specialist II to join our team! The successful candidate reports through the Underground Engineering & Construction (UE&C) department on the Private Development Team. The Private Development Team is responsible for plan review, permitting, contracting, construction management, inspection, asset in-service notification and close out of private development projects associated with the water distribution and wastewater collection systems. In addition, support is provided for new gas service requests. This position is part of our New Service/Permitting team responsible for managing incoming calls and emails, reviewing and approving new service applications, and ensuring addresses and rates are accurately established. Intermediate level technician. Under general supervision, uses electronic applications, standards, and document control processes/procedures to create and modifying deliverables. Supports multiple construction projects of medium to high complexity assuring compliance with scope, budget, schedule, quality, and safety. Provides technical expertise to ensure quality, conformance to design, and safety during construction.

Requirements

  • High School Diploma or equivalency Certificate.
  • 2 years related experience and/or training or 1 year of Citizens experience.
  • Valid driver’s license in the United States.
  • State of Indiana driver’s license required within 30 days of first day of employment.
  • Must have a safe driving record including no history of serious traffic violations, accidents, suspensions/revocations, or DUI/DWI convictions within the last three years.
  • Must pass and participate in the random Drug & Alcohol program in accordance with Pipeline Hazardous Material Safety Administrative (PHMSA) Regulations 49 CFR Part 199 (PHMSA drug and alcohol testing regulation) and 49 CFR Part 40 (DOT drug and alcohol testing regulations).
  • Ability to communicate effectively with both internal and external customers.
  • Basic working knowledge of GIS and ability to read basic maps.

Nice To Haves

  • Associate Degree in Construction or Engineering technology.
  • Experience in Citizens customer information system (C2M).
  • Understands and applies Computer Automated Drafting Design (CADD), information modeling, or other design or modeling skills and/or design principles and practices.
  • Basic knowledge of engineering standards, systems, document control, departmental guides and Citizens policies and procedures.
  • Intermediate ability to interpret engineering deliverable content as assigned.
  • Ability to work in office and field environment.
  • Good understanding of various Citizens systems.
  • Demonstrated ability to work effectively and cooperatively with others as well as work with minimal direct supervision.
  • Strong analytical, problem solving, and organizational skills.
  • Ability to identify process improvement opportunities.
  • Basic knowledge of water and waste water standards and Citizens policies and procedures.

Responsibilities

  • Continues to learn and remains current on standards, systems, document control, departmental guides, and Citizens policies and procedures.
  • Regularly performs basic document management tasks.
  • Begins to proactively apply knowledge of the Citizens Quality Program to ensure that deliverables are accurate and compliant.
  • Demonstrates personal accuracy and supports continuous improvement and change management efforts.
  • Broadens the use of applications to continuously evaluate and improve methods, processes and procedures used to accomplish deliverables.
  • Create and develop deliverables based on a variety of design inputs.
  • May perform basic computations such as material quantity estimates and dimensional checks.
  • Assist in coordinating deliverables with other groups involved on the same project to minimize interference or errors.
  • Focuses on the needs of internal clients while gaining basic understanding of external clients’ main interests and drivers.
  • Understands and adheres to budget, schedule, and quality requirements.
  • Assists with coordinating internal and external staff performing construction inspection services.
  • Performs other duties as assigned.
