About The Position

The NYC Department of Environmental Protection (DEP) is seeking seven (7) Assistant Mechanical Engineers to serve as Technical Reviewers within the Asbestos Control Program (ACP) Technical Review Unit. This role is crucial for reviewing asbestos removal project submissions and conducting necessary inspections to ensure compliance with federal, state, and NYC Asbestos Control Program regulations. The position supports the city's initiatives to streamline housing production and address increased applications for affordable housing, office conversions, and Accessory Dwelling Units, aligning with Mayoral Executive Order No. 5, SPEED initiative. The Technical Reviewer will utilize a web-based system and databases for detailed reviews, conduct pre-abatement and active asbestos abatement inspections, prepare detailed inspection reports, collect data and samples, interpret laboratory and air sampling reports, and may issue Notices of Violation. Additionally, the role involves serving as an emergency responder during asbestos incidents, including conducting contamination assessments, establishing hot zones, collecting samples, and providing guidance to abatement contractors and air monitoring firms. Inter-agency inspections and other assignments as directed by the On-Site Incident Commander may also be required. This role may necessitate the use of respiratory protection during field inspections.

Requirements

  • A baccalaureate degree from an accredited college in mechanical engineering, aerospace engineering, or mechatronics and one year of full-time satisfactory experience in mechanical engineering work; or
  • A baccalaureate degree from an accredited college in mechanical engineering technology and three years of full-time satisfactory experience in mechanical engineering work; or
  • A baccalaureate degree from an accredited college and a master's degree from an accredited college in mechanical engineering or mechatronics.
  • Must be currently serving as a permanent Assistant Mechanical Engineer or on the DCAS civil service exam list # 6015.

Responsibilities

  • Review and approve asbestos project notifications, amendments, variance applications, and workplace safety plans.
  • Evaluate design and construction plan drawings for compliance with federal, state, and NYC Asbestos Control Program regulations.
  • Perform detailed reviews utilizing a web-based system and various databases.
  • Conduct pre-abatement and active asbestos abatement inspections related to variance proposal applications.
  • Ensure compliance with NYS and NYC Asbestos Regulations and identify FDNY and Buildings (DOB) life safety issues.
  • Prepare detailed inspection reports of field activities.
  • Obtain worksite dimensions, diagrams, and photographs.
  • Collect and document asbestos samples.
  • Interpret laboratory reports and review air sampling reports.
  • Issue Notices of Violation, prepare case files and evidence.
  • Provide testimony at Environmental Control Board Hearings and trials.
  • Serve as an emergency responder during asbestos emergency incidents in the city.
  • Conduct inspections to determine the extent of contamination during emergencies.
  • Establish and create hot zones during emergency responses.
  • Collect bulk samples for laboratory analysis during emergency responses.
  • Provide guidance to asbestos abatement contractors and air monitoring firms during emergency responses.
  • Conduct inter-agency inspections during emergency responses.
  • Perform other assignments as directed by the On-Site Incident Commander during ACP response efforts.
  • Don and doff respiration protection during field inspections as necessary.
