About The Position

Leidos is seeking an experienced Technical Program Manager to lead execution of the Army TENCAP Space ISR Technical Services program supporting the Army Geospatial Center (AGC) at Ft. Belvoir, VA. This senior‑level leader will oversee all technical, operational, and administrative aspects of the contract, ensuring successful delivery of engineering, intelligence, and operational support services aligned with TENCAP mission objectives. The Program Manager will serve as the primary interface with Government leadership , coordinating multidisciplinary teams performing systems engineering, communications engineering, cybersecurity, and intelligence support tasks. This role is responsible for developing and managing the Program Management Plan, maintaining the Integrated Master Schedule, overseeing cost/schedule/performance metrics, and ensuring all contract deliverables and CDRLs meet Section 5.2.8 Program Management and Deliverables requirements. This position is essential to the success of the TENCAP mission, providing authoritative leadership, technical insight, and disciplined program execution across a diverse portfolio of ISR‑related efforts.

Requirements

  • Current Top Secret SCI clearance
  • Bachelor’s degree in Engineering, Science, Business, Computer Science, or a related technical discipline OR 4 years of additional experience in lieu of a degree OR Associate’s degree plus 2 years of experience in lieu of a Bachelor’s
  • 10+ years of senior‑level experience , including 8+ years of DoD, Military, or U.S. Government program experience
  • PMP Certification or DAU Level III Program Management Certification
  • Demonstrated ability to provide senior technical leadership, program oversight, and strategic guidance
  • Ability to lead multidisciplinary teams in a high‑tempo, mission‑focused environment

Responsibilities

  • Lead all program management activities for the Army TENCAP Space ISR Technical Services program.
  • Serve as the primary Government interface, ensuring all contract performance standards and reporting requirements are met.
  • Oversee development and execution of the Program Management Plan and Integrated Master Schedule.
  • Manage cost, schedule, and performance metrics across all technical and operational workstreams.
  • Coordinate technical deliverables, risk management processes, and quality assurance activities.
  • Lead program reviews, technical briefings, and operational planning meetings.
  • Provide expert insight into current and future system capabilities and associated supporting systems.
  • Deliver strategic recommendations for system improvements, optimization, and sustainment.
  • Advise leadership on risks, tradeoffs, and mission‑impacting opportunities.
  • Maintain deep familiarity with associated technologies, technical baselines, and program objectives.
  • Ensure the Program Manager or Alternate has full authority to act on all contract matters related to daily operations.
