About The Position

The Technical Project Manager - FGS serves as a trusted advisor supporting federal pooled engagements across Department of Defense (DoD) customers, including Navy, Air Force, Army, and Marine Corps program offices. This role provides technical project management and cybersecurity risk guidance, enabling government clients to understand, prioritize, and reduce mission and enterprise risk. The Technical Project Manager partners closely with internal delivery teams and external federal stakeholders to support secure system delivery, compliance alignment, and governance activities. While not responsible for executing compliance artifacts directly, this role applies advanced knowledge of DoD cybersecurity frameworks to advise clients, support decision-making, and strengthen risk management outcomes across the enterprise.

Requirements

  • 5+ years of experience in technical project management, cybersecurity consulting, or a related field.
  • Advanced knowledge of DoD cybersecurity frameworks, including RMF and applicable NIST standards.
  • Experience supporting or advising ISSO and ISSM functions in risk management and compliance contexts.
  • Direct experience working with program offices within Navy, Air Force, Army, or Marine Corps environments.
  • Experience managing complex software implementation and/or delivery projects in a DoD or federal context.
  • Familiarity with C-SCRM frameworks and supply chain risk management principles.
  • Strong understanding of mission risk and enterprise risk in federal or defense environments.
  • Familiarity with Agile, Scrum, and Waterfall development methodologies.
  • Strong written and verbal communication skills, with the ability to convey technical information to technical and non-technical audiences.
  • Proven ability to manage multiple priorities in complex, regulated environments.
  • Ability to independently use and refine AI-driven prompts to enhance the quality, efficiency, and insight of regular work processes.
  • Ability to interface effectively with internal teams and external government clients.
  • Proficiency in Microsoft Office Suite, including Word, Excel, PowerPoint, and Outlook.
  • An active Secret clearance is required, with the ability to obtain a Top-Secret clearance.

Nice To Haves

  • Professional certifications such as PMP, CAPM, Project+, Certified Scrum Master (CSM), or relevant cybersecurity certifications.
  • Experience supporting DoD or Navy, Air Force, Army, or Marine Corps programs in a consulting or advisory capacity.
  • Experience with project management tools such as Smartsheet, Microsoft Project, or similar platforms.
  • Familiarity with DoDI 8510.01 and DoD authorization processes.
  • Familiarity with C-SCRM frameworks and supply chain risk management principles.
  • Familiarity with eMASS or other GRC/governance tools used in DoD environments.

Responsibilities

  • Provide consultative technical project management support for federal and DoD-aligned client engagements, including Navy, Air Force, Army, and Marine Corps programs.
  • Advise government stakeholders on mission, system, and program risk related to cybersecurity, compliance, and delivery timelines.
  • Support and advise Information System Security Officers (ISSOs) and Information System Security Managers (ISSMs) in enterprise risk reduction efforts.
  • Assist clients in understanding and aligning with the DoD Risk Management Framework (RMF).
  • Provide guidance aligned with NIST standards relevant to DoD environments, including NIST SP 800-37 and NIST SP 800-53.
  • Support client alignment with Executive Order 14028 (EO 14028), including: Secure Software Development Lifecycle (SSDF) principles  Software Bill of Materials (SBOM) awareness and coordination  Supply chain risk management considerations  Compliance documentation and reporting alignment  Incident response and vulnerability disclosure coordination
  • Serve as the primary day-to-day point of contact and customer advocate for assigned program office clients.
  • Track and manage product delivery requests, ensuring timely follow-through and stakeholder visibility.
  • Troubleshoot issues and coordinate resolution in collaboration with internal teams and program office stakeholders.
  • Coordinate with Fortress delivery teams, architects, and leadership to ensure project activities align with federal compliance and mission needs.
  • Facilitate communication between technical teams and non-technical stakeholders, translating complex cybersecurity and compliance concepts into actionable guidance.
  • Monitor project progress, risks, and dependencies, escalating concerns and recommendations as appropriate.
  • Prepare and deliver project briefings, status updates, and advisory documentation.
  • Serve as a subject matter expert (SME) on Fortress offerings as they relate to federal and DoD clients.
  • Maintain awareness of evolving DoD cybersecurity requirements, guidance, and best practices.
  • Requires regular travel, estimated between 15–25% annually.
  • Perform other duties as assigned.
