We are seeking an experienced Technical Program Manager to lead the delivery and operational success of a Home Equity Conversion Mortgage (HECM) program supporting the federal government. This role is ideal for a strategic leader who thrives in complex, mission-critical environments and has a strong background in federal program delivery, mortgage program compliance, and technology-enabled business services. As the Program Manager, you will oversee the planning, execution, and performance of a large-scale government program that supports FHA HECM operations. You will collaborate with cross-functional technical and business teams, ensure contractual requirements are met, and drive high-quality service delivery that supports federal housing initiatives. This position requires a leader who can balance program strategy and operational oversight while ensuring delivery is on schedule, within scope, and within budget.

Requirements

  • Minimum of 5 years of project management experience, including at least 4 years of professional experience in: Information Technology, Information Management, Business Management, Or a related field
  • Project Management Professional (PMP) and/or Program Management Professional (PgMP) certification in good standing with the Project Management Institute (PMI).
  • Demonstrated experience leading multifunctional teams supporting complex programs or contracts.
  • Proven success managing large-scale government projects and delivering results within defined timelines and budgets.
  • Strong leadership experience guiding and directing subordinate staff, assigning tasks, and overseeing project completion.
  • Knowledge of FHA Home Equity Conversion Mortgage (HECM) regulations.
  • Experience providing business services to the federal government, including technology-enabled services such as Software as a Service (SaaS) or Information as a Service (IaaS).

Responsibilities

  • Lead the overall program management and execution of a federal HECM contract, ensuring alignment with contract requirements, regulatory standards, and performance metrics.
  • Manage large-scale government projects and initiatives, coordinating across technical, operational, and business teams.
  • Provide strategic leadership and direction to multidisciplinary teams including technical, operational, and professional staff.
  • Oversee project planning, resource allocation, risk management, and delivery milestones to ensure successful program outcomes.
  • Ensure compliance with FHA HECM regulations and applicable federal program requirements.
  • Monitor program performance and ensure contract deliverables are completed on schedule and within budget.
  • Assign tasks and priorities to team members while ensuring project and subproject completion.
  • Support the delivery of technology-enabled business services, including Software-as-a-Service (SaaS) or Information-as-a-Service (IaaS) solutions to federal clients.
  • Identify risks and implement mitigation strategies to maintain operational continuity and program performance.
