About The Position

The Technical Program Manager drives multiple programs beyond their immediate team and organization, proactively organizing program activities and stakeholders to deliver business, operational, and technical improvements. The role scopes, phases, and drives ambiguous cross-functional and cross-organizational challenges, including downstream change management, and ensures alignment among senior stakeholders. It requires advanced knowledge of the program domain. For this assignment, the role supports the OR rebase process by responding to and routing support-channel questions during US office hours, managing an estimated 4–5 requests per day, tracking lifecycle bugs, following up on inactive bugs, and monitoring high-QPS capacity requests. The work location is New York, with a hybrid schedule: Tuesday through Thursday in the office and Monday and Friday remote. Working hours are normal EST business hours, Monday through Friday. The role independently defines and owns program charters, translates ambiguous goals into measurable objectives, creates phased project plans, manages risks and dependencies, and establishes program metrics and checkpoints. It develops communication and change-management plans, builds relationships with senior stakeholders, resolves prioritization misalignments, and manages escalations. It also conducts technical analysis and due diligence, maintains trackers and status reports, supports engineering execution, creates automated processes, and establishes governance for mitigations, postmortems, and escalation reporting.

Requirements

  • Foundational understanding of technical rebase, capacity, and release concepts sufficient to route questions to engineering partners.
  • Comfort working with bug-tracking systems such as Buganizer to audit, comment on, assign, and update tracking structures.
  • Proficiency in Continuous Improvement, Managing Organizational Change, Communications Management, Planning, Technical Judgment, Stakeholder Management, Team Management, Execution and Governance, and Portfolio Management.
  • Alignment with US working hours to coordinate with feature teams.

Nice To Haves

  • US-based, preferably in the Eastern time zone, or fully aligned with US working hours to overlap with IST and the majority of feature teams.

  • Anticipate and manage approximately 4–5 support requests per day.
  • Audit and follow up on the lifecycle of 100–120 tracking bugs per rebase.
  • Contact approximately 50–70 inactive bugs to confirm ownership, reassignment, and estimated rebase dates.
  • Identify and track 10–15 high-QPS features requiring capacity requests, ensuring team responses and submissions are completed within 1–2 days.
  • Define, drive, and own program charters across multiple teams, including scope, timelines, OKRs, resourcing, risks, and dependencies.
  • Translate ambiguous program goals into measurable objectives and milestones; determine appropriate program-management levels and create phased project plans.
  • Set program phasing and metrics for continuous improvement and resource stewardship; optimize checkpoints and dashboards and align stakeholders on program pivots.
  • Design and deliver program communication plans, including executive and key-partner communications, and represent the program across touchpoints.
  • Anticipate and manage change-management needs, including impact analysis, rollout plans, progress monitoring, and resolution of misalignments.
  • Build trusted relationships with senior stakeholders, support decision-making, resolve prioritization misalignments, and manage escalations.
  • Develop technical analysis, tools, and processes across teams to support engineering execution, excellence, and velocity.
  • Conduct technical due diligence to assess engineering scope, milestones, timeframes, and resource needs.
  • Determine and collect program data to support governance and stakeholder decisions; maintain project trackers and status reports.
  • Manage program tasks and dependencies while incorporating Product Excellence values, Product Inclusion, and brand trust and reputation.
  • Create automated processes to improve velocity and monitoring; define governance for mitigations, postmortems, and escalation reports; and drive stakeholder meetings.
