About The Position

The Technical Program Manager (TPM) / Deputy Task Lead provides senior technical leadership across the Case Management Modernization (CMM) Program supporting the Administrative Office of the US Courts (AO). The CMM program is modernizing case management capabilities for 204 federal courts across Appellate, District, and Bankruptcy court types through a modern, cloud-based enterprise system. As the program’s Technical Lead, the TPM provides full technical oversight and direction across the software development lifecycle, supervising Application Solutions Architects, Development Leads, and the cybersecurity team. The TPM ensures all engineering and cybersecurity activities align with the program’s enterprise architecture, security requirements, and modernization objectives. In addition, the TPM supports the Program Sr. Manager as Deputy Task Lead in managing program execution, coordinating personnel, and maintaining stakeholder alignment.

Requirements

  • Bachelor’s degree from an accredited institution (required).
  • Minimum of 15 years of general experience in IT, including enterprise software development or architecture.
  • Minimum of 7–10 years of IT program management experience, including large-scale technology solution delivery and Software Development Lifecycles (SDLC).
  • Experience delivering modern cloud-based solutions and applying Agile, DevSecOps, and SDLC methodologies.
  • Proven track record in strategic alignment of technical goals.
  • Project Management Professional (PMP) certification (required).
  • Exceptional written and verbal communication skills.
  • Ability to translate complex technical and security issues into clear executive messaging.
  • Expertise in risk management, process improvement, and governance.
  • Effective in coordinating large, interdependent teams in a high-stakes, fast-moving environment.

Responsibilities

  • Support the Program Sr. Manager in overseeing program execution, delivery, staffing, and customer communication.
  • Contribute to cost, schedule, and performance management across technical and cybersecurity workstreams.
  • Participate in hiring, performance evaluations, and staff development for technical and cybersecurity personnel.
  • Prepare executive-level briefings, technical reports, and status updates for senior government stakeholders.
  • Direct all aspects of software development execution across 10+ Agile teams.
  • Monitor technical performance metrics, engineering risks, interdependencies, and milestones.
  • Serve as the senior technical authority across all development, architecture, integration, and modernization activities.
  • Supervise Application Solutions Architects, Development Leads, engineering supervisors, and the cybersecurity team.
  • Define the program’s technical strategy, architecture vision, engineering standards, and modernization roadmap.
  • Lead architecture reviews, design decisions, technical risk assessments, and cloud solution strategies.
  • Ensure technical alignment with enterprise, security, and compliance standards.
  • Manage and supervise the program’s cybersecurity team, including security engineers, analysts, and compliance specialists.
  • Ensure compliance with federal cybersecurity requirements, FedRAMP baselines, NIST 800-53 controls, and AO security guidelines.
  • Oversee development and maintenance of security documentation required for Authorization to Operate (ATO), including SSPs, POA&Ms, continuous monitoring artifacts, and security assessments.
  • Coordinate vulnerability management, secure coding practices, security testing, and remediation strategies across development teams.
  • Lead security risk identification and mitigation activities as part of program RAID management.
  • Ensure security is fully integrated into architectural decisions, CI/CD pipelines, cloud deployment models, and operational processes.
  • Serve as a senior technical liaison to government leadership.
  • Provide technical deliberation, modernization options, risk assessments, and security recommendations.
  • Ensure quality control of all technical and cybersecurity deliverables, including reviews, audits, checkpoints, and site visits.
  • Drive continuous improvement in engineering and security processes, documentation, and operational maturity.
  • Oversee compliance with SDLC, Agile best practices, security standards, and development guidelines.
