About The Position

ProSidian is seeking a Technical Program Management Due Diligence Consultant | Independent Engineering (IE) Advisory Services / Program Governance for a 1099 Contract role. This position is primarily remote within the USA, with expected on-site meetings in Washington, DC. The role supports the U.S. Department of Energy's Loan Programs Office (LPO), which provides debt financing for large-scale energy infrastructure projects. The consultant will provide Independent Engineering (IE) advisory services, focusing on technical due diligence, credit evaluation, lifecycle monitoring, and program governance within the energy industry (Oil, Gas/Power, and Utilities). This includes reviewing project documentation, evaluating technical and commercial aspects, identifying risks, validating assumptions, and preparing reports for lender and DOE decision-making. The role requires strong technical judgment, analytical rigor, and the ability to translate technical findings into actionable risk, compliance, and financing implications.

Requirements

  • 10+ years of relevant engineering, construction, operations, compliance, risk, finance, or energy infrastructure advisory experience.
  • Demonstrated work on oil and gas, power, utilities, or large-scale infrastructure projects for owners, lenders, independent engineers, or federal clients.
  • Bachelor's degree in engineering, environmental science, construction management, business, risk management, finance, or related field.
  • Proficiency with business tools and technology, including Microsoft Office (advanced Excel, Access, Outlook, PowerPoint, Word).
  • Proficient with Adobe Acrobat, data analytics tools, and Visio.
  • Ability to quickly learn other tools as needed.

Responsibilities

  • Provides Independent Engineering advisory support for Energy Dominance Financing (EDF) Program technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities.
  • Focuses on programmatic due diligence, delivery risk analysis, task coordination, and technical reporting.
  • Reviews project documentation, evaluates technical and commercial interfaces, and identifies risks and mitigations.
  • Validates assumptions and supports conditions precedent and disbursement readiness reviews.
  • Prepares defensible work products including due diligence plans, information request logs, milestone trackers, and technical summary reports.
  • Coordinates with engineering, finance, legal, construction, operations, environmental, HSE, and project controls stakeholders.
  • Conducts independent technical due diligence on engineering design, technology readiness, construction feasibility, and operational assumptions.
  • Supports requirements for Independent Engineering (IE) Advisory Services related to Energy Dominance Financing (EDF) Advisory / Technical Due Diligence / Credit Evaluation / Lifecycle Monitoring.
  • May participate in data room reviews, borrower/contractor interviews, site observations, monthly monitoring meetings, risk register updates, CP evidence reviews, draw package checks, issue closure tracking, and preparation of Independent Engineer reports for DOE, LPO, credit, and program governance stakeholders.
