About The Position

The Virginia Department of Transportation (VDOT) is seeking a senior-level Technical Lead specializing in .NET and SQL for its tolling modernization program. The role combines hands-on SQL Server and .NET engineering with technical leadership, database modernization, migration planning, and cross-team collaboration. The successful candidate will help modernize a monolithic database into microservice-aligned schemas, improve performance, support API development, and guide technical delivery. The role leads technical design and engineering activities, including designing, developing, and optimizing SQL Server database objects and supporting .NET/C# APIs, backend services, and data access patterns. It also involves building migration logic and data pipelines with Azure Data Factory (ADF), aligning database modernization with microservice boundaries and project requirements, and supporting PCI compliance, data retention, and secure data handling. The Technical Lead collaborates with project leadership, subject matter experts, developers, business analysts, QA, DevOps, cloud, and CAB teams. The position supports Agile delivery, technical decision-making, code and documentation reviews, troubleshooting, performance improvements, and successful project milestones. This is a hybrid assignment in Mechanicsville, Virginia, with onsite work one day per week.

Requirements

10+ years of overall IT experience.
7+ years of SQL Server development experience.
5+ years of .NET/C# backend development experience.
3+ years of technical lead experience guiding engineering teams.
3+ years of modernization or migration project experience.
3+ years of experience with Azure SQL on IaaS VM environments.
5+ years of experience building ADF pipelines and supporting ETL workloads.
5+ years of experience supporting delivery and Agile teams.
Must be legally authorized to work in the United States without employer sponsorship, now or in the future.
Must physically reside within the United States for the duration of the assignment.
Must be a local candidate able to work onsite one day per week.

Nice To Haves

2+ years of experience in state government or transportation-related environments.
5+ years of experience working in regulated or audited environments.

Responsibilities

Lead technical design and engineering activities for VDOT's tolling modernization program.
Help decompose a monolithic database into microservice-aligned schemas.
Design, develop, and optimize SQL Server database objects, including schemas, stored procedures, views, and indexes.
Support .NET/C# API development, backend services, and data access patterns.
Build migration logic and data pipelines using Azure Data Factory (ADF).
Ensure database modernization aligns with microservice boundaries, project requirements, and audit timelines.
Participate in code reviews, documentation reviews, and technical decision-making.
Coordinate with project leadership, subject matter experts, developers, business analysts, QA, DevOps, cloud, and CAB teams.
Support PCI compliance, data retention, and secure data handling requirements.
Contribute to Agile delivery workflows and successful project execution.
Guide engineering team members and promote effective technical practices.
Collaborate with the project manager/Scrum Master and veteran subject matter expert to maintain technical alignment.
Troubleshoot technical issues and support database performance improvements.
Review code and documentation for quality, consistency, and maintainability.
Coordinate technical dependencies across project teams.
Produce technical documentation and decision records.
Support reliable migration workflows and delivery milestones.
