About The Position

The Office of Contracting and Procurement (OCP) is seeking a Technical IT Project Manager to support the Procurement Automated Support System (PASS) Modernization Project. This project involves replacing the current on-premises procurement management system with a new cloud-based Oracle solution. The Technical IT Project Manager will provide technical feedback and coordinate the efforts of partner agencies involved in updating system architecture, data warehousing, and integrating with other District systems, including the Contracts and Procurement Transparency Portal. This role will report to the Project Management Office of the Division of Systems, Data & Performance and will utilize technical project management expertise to oversee planning, coordination, integration, and reporting to ensure timely and in-scope delivery of technology components aligned with the modernization strategy.

Requirements

  • Bachelor’s degree in IT or related field or equivalent experience--Required 20 Years
  • PMP or other project-management certification--Required
  • Managing IT projects or major technical workstreams within large, complex modernization efforts--Required 16 Years
  • Experience coordinating or managing the work of partner agencies, third-party vendors, or external technical teams--Required 16 Years
  • Strong leadership, facilitation, and decision-making skills, with the ability to manage priorities across diverse onsite and virtual team members--Required 16 Years
  • Demonstrated ability to track risks, actions, issues, and decisions (RAID) and maintain well-organized project documentation--Required 16 Years
  • Written and verbal communication skills with the ability to clearly complex technical info. to executives, program leaders, and non-technical users--Required 16 Years
  • Experience working within Agile Scrum project-management methodologies, including sprint planning, road mapping, and coordination across multiple tech--Required 10 Years
  • Strong understanding of data-warehouse environments, data integration concepts, and enterprise reporting or transparency platforms--Required 8 Years
  • Experience coordinating system architecture updates, API integrations, interface development, or cloud-based solution components--Required 8 Years
  • Familiarity with cloud platforms (such as Azure, AWS, or Oracle Cloud) and modern system-integration patterns--Required 6 Years
  • Knowledge of System Integration Testing (SIT) and User Acceptance Testing (UAT) processes, with the ability to facilitate cross-team issue resolution--Required 5 Years
  • Proficiency in the Microsoft Office Suite (Word, Excel, PowerPoint) and collaboration tools including Teams and SharePoint--Required 5 Years
  • Knowledge of data warehousing solutions (such as Databricks)--Required 2 Years

Responsibilities

  • Lead project planning and execution activities, including building and maintaining integrated project schedules; developing and maintaining project documentation; coordinating weekly status reporting; preparing PMO status updates; creating executive-ready presentations; and organizing project artifacts using Microsoft Teams and SharePoint.
  • Oversee and coordinate all technical and functional activities related to the migration to the new data warehouse, feature upgrades, sunsetting of old data warehouse, and supporting system architecture updates.
  • Translate the project’s technical strategy into actionable project plans covering resource alignment, timelines, communications, change management, system integration activities, go-live preparations, and post-go-live support.
  • Serve as a liaison across PMO leadership, technical teams, and partner agencies to support coordination, alignment, and transparent communication.
  • Ensure alignment between OCP, partner agencies, technical workstreams and the broader PASS Modernization project team, including data integration, system interfaces, cloud solution architecture, and security requirements.
  • Facilitate collaboration between partner agencies, internal workstreams, and technical teams to ensure timely resolution of dependencies, risks, and technical challenges.
  • Ensure all technology activities, deliverables, and artifacts comply with District standards and quality expectations, including security, data governance, testing, and architectural review processes.
  • Coordinate resources, balance competing priorities, and monitor progress to keep the technical workstream aligned with PMO schedules and project milestones, updating plans and working with PMO leadership to mitigate risks and interdependencies.
  • Develop and maintain complex Microsoft Project or Agile timebox schedules.
  • Align timelines and deliverables across partner agencies, stakeholder groups, and technical domains.
  • Track project milestones and prepare clear progress reports for leadership.
  • Oversee project scope, risks, actions, issues, and decisions (RAID) for the technical workstream, and support change-management and communications activities as part of the larger program.
  • Maintain high-quality organization of all project documentation and ensure accessibility for project team members.
  • Participate in PMO, Steering Committee, and technical architecture meetings, documenting outcomes and ensuring follow-through on decisions.
  • Provide comprehensive support to the PMO throughout the full lifecycle of the modernization project.
