About The Position

We are searching for an analytically minded, detail-oriented Technical Engineering Project Manager to join the Trusted Systems Engineering Department (TSED) within the Information Advantage Office of the Applied Research Laboratory (ARL) at Penn State. The TSED is focused on ensuring that systems under development are progressing toward meeting their operational requirements. This position will focus on applying Subject Matter Expert (SME)-level research and testing to the design, development, and deployment of systems. ARL is an authorized DoD SkillBridge partner and welcomes all transitioning military members to apply.

Requirements

• Extensive experience in the use and analysis of passive and active RF systems
• Agility with traditional analysis and modeling techniques
• Familiarity with model-based systems engineering
• Success in environments where various forms of communication and organizational skills were crucial to be effective
• Demonstrated technical team leadership and/or program management experience
• Ability to navigate and thrive in a highly dynamic work environment requiring diverse communication styles
• Demonstrated experience working within a community of multiple contractors working various aspects of the same problem set
• Extensive experience in developing maintenance procedures and documented maintenance requirements through program life cycle
• Experience within the security and IT frameworks applied to Navy, the Intel Community (IC), and other federal government customers
• Military experience including site survey coordination and execution, RF system design, implementation, maintenance, orchestration, and conduction of technical design reviews and field tests
• Current eligibility for access to classified information at the Top-Secret level or higher and may be subject to a government background investigation to upgrade clearance eligibility, if required
• Must be a U.S. citizen

Responsibilities

• Apply domain-relevant software and hardware expertise in near-real-time RF and acoustic systems to perform process and design analysis across all system engineering disciplines
• Use traditional analysis and modeling techniques, as well as model-based systems engineering and digital engineering tools as required, to evaluate and validate designs and processes throughout the development, test, integration and deployment phases of a program
• Perform the technical execution of research, development, prototyping, implementation of systems, and maintenance procedures for a wide range of customers in the Navy, the Intel Community (IC), and other federal government customers, ensuring technical excellence, cost control, and on time delivery of projects
• Contribute to programs of national or international significance; identify future issues, research trends, and opportunities
• Develop and present current status of program activities to fleet-level personnel; communicate and collaborate frequently with sponsors and associate contractors
• Lead and oversee the development and proper execution of plans and proposals for new and sponsored programs
