This position performs detailed analysis and reconciliations of monthly department-level budget to actual, prepares documentation for budget reviews, and analyzes operational and financial records, reports, and makes recommendations. It involves working with departments to compile data for analysis, determine operational and financial needs, and conduct cost-benefit analyses of proposed program actions. The role also assists department directors and managers with completing yearly budget requests and justifications, analyzes trends in fund disbursements, and assists with the creation of the annual budget for technology. The position requires excellent organization, strong written/verbal communication skills, the ability to grasp complex technical software, learn quickly, work within tight deadlines, troubleshoot problems, and handle multiple tasks simultaneously. It also involves managing records in compliance with HRT policies.

Requirements

  • Perform financial, statistical, comparative analyses of budgetary documentation and data to achieve sound conclusions and recommendations
  • Monitor and report budget variances
  • Perform accurate mathematical calculations
  • Prepare clear, concise and complete reports and other written materials
  • Develop, organize and maintain accurate records of budget correspondence and data
  • Verify the completeness and accuracy of budgetary information and data
  • Exercise sound independent judgment within established guidelines
  • Establish and maintain effective working relationships with those contacted in the course of the work
  • Possess excellent analytical and communication skills
  • Proficiency in using computer systems and the listed software applications associated with performance of assigned work is essential
  • Basic problem-solving skills associated with software applications used is expected
  • Software usage relevant to job duties will be evaluated
  • Proficient in MS Word, Excel, Outlook and PowerPoint
  • Knowledge of HCM systems and Financial systems such as Microsoft Dynamics 365
  • Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees, and the public from injury or harm
  • Promote safety awareness and follow safety procedures and policies
  • Take an active part in reporting unsafe conditions and any hazards within the workplace to their Supervisor, Manager and/or the Safety Department
  • Minimum of a Bachelor's degree from an accredited four-year college or university in Accounting, Business Administration, Public Administration or other related fields
  • Minimum of two years' work experience in accounting, budgets, procurement, project support, and/or any equivalent combination of training and experience
  • Possess a valid Driver's License
  • Acquire a Virginia Driver's License within 60 days after the date of hire (in instances when an out of state license is not the applicant's current state of residence)
  • This position is classified as essential personnel

Responsibilities

  • Analyzes trends in fund disbursements and progress toward attaining goals to ensure funds are used for approved and designated programs; assembles necessary
  • Assists with the creation of the annual budget for technology
  • Manage records created and received in compliance with the Hampton Roads Transit Records Management Policies and Procedures
  • All other related duties as assigned
