About The Position

STV is seeking a Team Leader / Senior Project Manager to join our Water Practice in Houston, TX. This role is ideal for a senior-level professional with a strong background in water/wastewater infrastructure, team leadership, and municipal client engagement. This position will play a key role in leading project delivery, managing high-performing teams, and supporting the continued growth of STV’s Water practice across Texas.

Requirements

Bachelor’s degree in Civil, Environmental, or related Engineering field.
15+ years of experience in water/wastewater engineering, including project management and team leadership.
Professional Engineer (PE) license required.
Strong experience with municipal clients in the Houston/Texas market.
Proven track record managing multiple projects, teams, and client relationships.
Experience with proposal development, fee negotiation, and business development.
Strong understanding of water/wastewater systems including pipelines, pump stations, and hydraulic modeling.

Nice To Haves

Experience leading modeling/planning teams or multidisciplinary water groups.
Background working with agencies such as City of Houston, regional authorities, or utility districts.
Demonstrated success growing teams or expanding service offerings.

Responsibilities

Lead and manage a team of engineers and technical staff supporting water and wastewater modeling, planning, and design efforts.
Oversee project execution across multiple concurrent municipal projects, ensuring quality, schedule, and budget performance.
Manage client relationships and serve as a trusted advisor to municipal clients across the Houston region.
Lead proposal development, including statements of qualifications, scope definition, and fee negotiations.
Drive business development efforts, including identifying new opportunities and supporting strategic growth initiatives.
Oversee project financial performance, including forecasting, staffing, and workload balancing.
Provide technical leadership on water/wastewater infrastructure projects, including pipeline systems, pump stations, and hydraulic modeling.
Review and guide the development of engineering reports, studies, and design documents.
Mentor and develop staff from entry-level through senior engineers, including performance management and career development.
Support QA/QC initiatives and maintain high standards of technical excellence across projects.
Represent STV at client meetings, industry events, and conferences.
