About The Position

AIP is looking for a Team Lead Training Officer to work in St. Paul, MN. The Team Lead/Training Officer (TLTO) directly supports the program requirements for the Contract by serving as dual roles as both the team lead and training officer. The TLTO achieves program objectives by interfacing with customers and supervising a diverse team of Custody Officers. Responsibilities include supporting the program manager’s daily operations relative to contract management, security, scheduling, training, and overseeing daily on-site operations. The TLTO will have excellent team management skills, analytical and problem-solving skills, and dynamic customer engagement and relationship management abilities. The TLTO will operate independently with limited supervision and feedback, be a strong team player, and can establish solid working relationships with staff members, peers, and our external Government customers. The TLTO delivers training programs for detention staff, ensuring they are equipped to handle the challenges of working in detention operations. This includes conducting classroom and firearms range training sessions, proctoring exams to assess comprehension, and maintaining meticulous records of training completed. The TLTO shall be a certified instructor and obtain certification from a state or nationally level recognized institution. Certification of the TLTO may be established by documentation of experience in teaching positions or by successful completion of a course of training for qualifying personnel as instructors. The Training Officer shall possess in-depth knowledge of the ICE National Detention Standards (NDS) through experience working in an ICE hold room/detention facility. In-depth knowledge of the American Correctional Association standards is acceptable in lieu of NDS knowledge. The Training Officer shall obtain certification as a certified firearms instructor and as a Red Cross certified CPR/AED First Aid instructor.

Requirements

Shall hold an accredited bachelor’s degree in an appropriate discipline or have three to five years of related industry experience, and have knowledge of program objectives, policies, procedures, and requirements for managing a secure hold room/detention facility.
Possess a high school diploma or equivalent (GED).
Valid state issued driver's license and Firearms Carry Permit.
Must be a minimum of twenty-one (21) years of age.
Must have a social security card issued and approved by the Social Security Administration and shall be a United States citizen.
Pass all pre-employment and random drug tests and background screenings.
Minimum 2 years managing diverse and integrated workforces.
Obtain and maintain a DHS/ICE government clearance.

Ability to work with a diverse population of people, including people of different cultures, with different values and lifestyles, with a cross-cultural perspective.
Obtain and possess state or national level recognized institution certification of instructors is mandatory.
Above average verbal and written communication. Able to make presentations to employees at all levels of the facility. Must be able to write cohesive and comprehensive documentation.
Knowledge of program objectives, policies, procedures, and requirements for managing a secure detention/hold room facility.
Knowledge and a working understanding of ICE NDS.
Appropriate level security clearance issued by Department of Homeland Security Personnel Security Division.
Must not be currently employed by any federal agency, including active-duty military, whereas their employment under this contract could present an actual or apparent conflict of interest.
Must obtain and maintain current First Aid and CPR instructor certifications
Must obtain and maintain firearms instructor certification.

Nice To Haves

Responsibilities

The TLTO is responsible for the field supervision of Detention Officers.
Provide supervision, guidance and on-the-job training to improve Detention Officer skills, reinforcing the critical nature of the Detention Officer’s responsibilities
Responsible for assuring consistent delivery of service regardless of shift or location, for taking immediate action to correct problems detected and for responding whenever called upon.
Briefs Detention Officers during muster and post checks regarding any changes in Post Orders, or any unusual or emergency situations.
Conducts on-the-job training to correct deficiencies in Detention Officer Performance, or to strengthen and refresh Detention Officer knowledge of critical skills and issues.
Reports any emergency to the PM and/or COR.
Document incidents with complete and accurate verbal and written reports.
Reviews the sign-in/out sheets to ensure proper timekeeping by Detention Officers.
Manages break schedules and ensure that all Detention Officers receive breaks and proper relief.
Provides oversight and management and direct reporting of detainee counts.
Assist detention officers to deal with any incident of disturbance or lack of cooperation from a detainee.
Inspect every area of the facility where detainees are present, at least once per shift.
Responsible for the operational functions and duties required in operating a hold room/detention center; including detention, processing, administration and transportation operations as required in the contract.
Provides effective leadership and supervision of all subordinate personnel.
Schedules adequate staffing for all assigned posts and ensure that minimum manning standards are maintained.
Ensure duties are accomplished as directed in the contract. Perform other duties as assigned.
Inspires and motivates employees to perform duties to ensure contract compliance.
Ensures Detention Officers are trained in the expectations and requirements of their duties.
Provide timely and ongoing feedback to the PM on employee performance.
Motivates and provides recognition to exemplary employees.
Enforces ICE National Detention Standards, policies, procedures and orders related to custody, care and treatment of detainees in holding room facilities.
Conducts daily quality assurance inspections of their areas of responsibility; including detention facilities, posts, equipment, uniforms and knowledge of post orders, ICE National Detention Standards and current policies, procedures and regulations of all subordinate contract personnel.
Corrects discrepancies on-the-spot as appropriate.
Responsible for the effective and efficient control, operation and security of the hold room/detention facility.
Duties are performed in a hold room/detention facility environment, working with a wide variety of people from different cultures, backgrounds and speaking various languages, while performing multiple functions.
Armed Detention Officers are responsible for guarding and safeguarding non-citizen detainees and the general public at government buildings in either custodial or court settings.
Qualify on a standard course of fire twice yearly and up to four times annually if required.
Completes all training, basic and annual refresher, maintain an appropriate level of fitness and continually meet all job requirements throughout the contract life span.
Performs duties related to the detention, processing, safeguarding, security, and escort of detainees as required by the contract.
Exercises surveillance and control over detainees and maintains order and discipline.
Makes official entries in the processing logbooks that are legible and complete.
Conducts security and sanitation checks of the area.
When required, duty carry one of the authorized intermediate weapons.
Intermediate weapons should be used in accordance with Service approved Use of Force policy.
Ensures that the communication radio is in good working order with a fully charged battery.
Inspects, maintains, and cares for authorized equipment.
Qualify with a company issued semi-automatic pistol with appropriate duty belt and magazines.
Successfully complete all assigned training including defensive tactics and course requiring a minimum physical stamina.
Performs all work duties and activities in accordance with organization policies and procedures.
Follows company-wide safety policies and practices and adheres to responsibilities concerning safety prevention, reporting, and monitoring as outlined in the Officer Handbook and other Company Safety Policies.
Ability to obtain an armed state security guard license from the state of Minnesota or Nebraska.
One year of Military, Security, Law Enforcement, or Corrections experience demonstrating the following:
Ability to greet and deal tactfully and professionally with the public.
Capability of following and interpreting/understanding written and verbal orders, policies and regulations, printed rules and regulations, detailed written orders, training instructions and materials, and can compose written and oral reports.
Ability to exercise good judgment: courage, alertness, an even temperament, and render satisfactory performance through his/her responsibilities.
Ability to maintain poise and self-control during potential emergencies and unexpected situations that may involve mental and physical stress such as disturbances, altercations, fires, and building evacuations.
Maintain current/physical residency in the continental United States.
Strictly maintain physical fitness standards for law enforcement and CDL requirements.
Maintaining current instructor certifications.
Maintaining and updating all training records.
Ensuring employee training meets NDS standards. Ensures standards are communicated to the workforce, and that these standards are met in every aspect of Contractor services.
Establishing and maintaining current documentation regarding all training in both administrative and employee files.
Test employee proficiency through written, practical, or oral reviews.
Confirm employee proficiency testing results through such methods as on-the-job training and inspections.
Conduct the Firearms Training Program that is compliant with the contract and state laws and regulations and includes safety procedures, laws, and regulations.
Conducts baton training.
Arranges firing range facilities for training.
Ensure all required weapons testing proficiency is maintained by all AIP staff required to carry a weapons system.
Conduct Disturbance Control Team training program in compliance with ICE policy, regulations, and instructions.
Ensure all guard staff remain certified and physically fit to perform guard assigned duties.
Ensures continual self-assessment and corrective action where needed to maintain an effective training program.
Ensure storage remains organized and inventory of items stored is accurate.
Maintain current records for all guard licenses as well as all training records.
Maintains all training equipment and ensures it is available and in working order.
