About The Position

Under the direct supervision of the Chief Systems Manager, the employee converts data from project specifications, statements of problems and procedures to create or modify computer programs. He/she prepares or receives, from the Tax Systems Analyst, detailed workflow charts and diagrams to illustrate sequence of steps that the program must follow and describes input and the logical operations involved. The incumbent analyzes workflow charts and diagrams, applying knowledge of computer capabilities, subject matter, and symbolic logic. He/she writes instructions to guide operating personnel during production runs and analyzes, reviews and rewrites programs to increase operating efficiency or upgrades programs to new requirements.

Requirements

  • Strong technical knowledge of relevant technology, tools, software, hardware and proficiency in at least one programming language and Relational Database Management Systems (RDBMS).
  • Strong analytical and problem-solving skills.
  • Strong interpersonal skills and ability to work in a team environment.
  • Possess a conceptual knowledge of adopted project management and methodologies.
  • Conceptual knowledge of multi-computing platforms and in-depth knowledge of at least one computing environment.
  • Possess strong interpersonal skills with emphasis on communication skills both oral and written.
  • BA degree in computer science or related field and five (5) years experience in business systems development and maintenance.
  • OR Associate degree in information technology or related field with seven (7) years experience in business systems development and maintenance.

Responsibilities

  • Participates in the development, maintenance and enhancements of enterprise-wide business applications.
  • Prepares detailed programming specification from defined business requirements.
  • Serves as part of the project team and assists senior level staff with designing and implementing solutions.
  • Provides Level II support for problem resolution.
  • Codes, tests, debugs and documents program modifications and enhancements of low to medium complexity.
  • Designs solutions that comply with established standards and procedures.
  • Reports on task status to project leaders.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
