About The Position

The NYC Department of Environmental Protection (DEP) is seeking an Associate Project Manager 1 to serve as the Task Order Contract (TOC) Specialist for the Capital Budget and Contracts (CBC) Division. This role is crucial for managing the administration and coordination of multiple task order contracts that support the Bureau of Engineering Design & Construction's (BEDC) capital program. The BEDC manages a significant portfolio of capital projects and processes a large volume of contractor and consultant payments annually, with strict timelines for invoice processing to ensure compliance and avoid interest penalties. The TOC Specialist will act as the primary liaison between internal teams, contractors, consultants, and procurement staff to ensure efficient contract performance and compliance throughout the lifecycle of task orders, from scoping and procurement to execution and close-out.

Requirements

  • Only those applicants with permanent Civil Service status as an Associate Project Manager are eligible to apply.
  • One year of full-time satisfactory experience in supervising employees performing project management work, such as planning, administering, managing, coordinating, or expediting, on engineering and/or architectural and/or landscape architectural projects, or supervising a construction project with a value of $1,000,000 or more.
  • A baccalaureate degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and one year of full-time satisfactory experience in project management work, such as planning, administering, managing, coordinating, or expediting, for engineering and/or architectural and/or landscape architectural projects.
  • A four-year high school diploma or its educational equivalent and five years of experience in project management work, such as planning, administering, managing, coordinating, or expediting, for engineering and/or architectural and/or landscape architectural projects.
  • A four-year high school diploma or its educational equivalent plus any combination of college or university education and/or experience to make up the equivalent of five years of education and experience. One year of experience credit will be given for: (a) each 30 semester credits of college or university education leading to a bachelor's degree from an accredited college or university in specified fields; (b) a Master’s degree from an accredited college or university in specified fields; (c) a Juris Doctor degree, or (d) a valid New York State license as a Professional Engineer, Registered Architect or Registered Landscape Architect. Where experience which is primarily of a design nature is not acceptable towards meeting the qualification requirements.
  • In addition to meeting the qualification requirements for Assignment Level I, candidates must have at least one additional year of experience in a supervisory capacity or have served for at least one year as a project manager for a large and/or complex construction project.
  • In addition to meeting the qualification requirements for Assignment Level I, candidates must have at least two additional years of experience in a supervisory capacity or have served for at least two additional years as a project manager for a large and/or complex construction project.

Responsibilities

  • Manage the full lifecycle of Task Order Contracts supporting engineering, design, and construction management services.
  • Develop task order scopes of work, cost estimates, and schedules in coordination with technical leads and project managers.
  • Facilitate procurement processes, including solicitation, evaluation, and negotiation of task orders.
  • Ensure all task orders comply with contractual, legal, and organizational requirements.
  • Monitor task order budgets, schedules, deliverables, and performance metrics.
  • Track and report contract status and expenditures for senior management and stakeholders.
  • Review invoices, change requests, and contract modifications for accuracy and compliance.
  • Coordinate with internal departments (engineering, budget, procurement, legal) to resolve issues and maintain alignment with program objectives.
  • Maintain accurate and up-to-date documentation, records, and reporting in contract management systems.
  • Support continuous improvement of contract management processes, templates, and procedures.
