About The Position

The Talent Acquisition and Workforce Partnerships Specialist is responsible for developing and maintaining strategic relationships with schools, workforce development organizations, community partners, and other local resources to connect individuals with meaningful career opportunities while supporting the organization’s workforce and staffing needs. Reporting to the Manager of Talent Acquisition, this position serves as a key community-facing representative of the organization and promotes awareness of available career opportunities. This is a hands-on, relationship-driven position focused on community engagement, workforce development, talent acquisition, and talent pipeline development. The Specialist establishes and cultivates partnerships with educational institutions, career programs, workforce agencies, nonprofit organizations, and community-based organizations to identify qualified talent, understand local workforce needs, and develop sustainable pathways to employment. In addition to community partnerships, the Specialist provides direct recruiting support by proactively identifying, sourcing, and engaging candidates for current and anticipated staffing needs. This includes utilizing direct outreach, professional networking, social media, job boards, employee referrals, recruiting events, community partnerships, and other innovative sourcing strategies to strengthen candidate pipelines and support organizational hiring objectives.

Requirements

Bachelor’s Degree in Human Resources, Business Administration, or a related discipline preferred.
Three or more years of full-cycle recruiting experience, preferred, including demonstrated experience with proactive candidate sourcing and direct outreach.
Demonstrated success identifying and engaging passive candidates and developing talent pipelines for high-volume, difficult-to-fill, or critical positions.
Strong knowledge of candidate sourcing strategies and tools, including resume databases, job boards, social media, professional networking platforms, employee referrals, community partnerships, recruiting events, and recruiting technology.
Experience developing relationships with schools, workforce development organizations, community organizations, or other external recruiting partners preferred.
Experience with applicant tracking systems and HRIS platforms required; Dayforce experience preferred.
Experience recruiting across multiple positions, departments, geographic markets, or locations preferred.
Ability to manage multiple recruiting priorities and adjust sourcing efforts based on changing staffing needs in a fast-paced, goal-oriented environment.
Ability to analyze recruiting activity and results, identify trends, and adjust sourcing strategies based on data and staffing needs.
Strong communication, interpersonal, networking, and candidate engagement skills.
Ability to establish and maintain effective working relationships with candidates, hiring managers, leadership, staff, community organizations, and external recruiting partners.
Strong organizational skills with demonstrated attention to detail and the ability to maintain accurate and timely recruiting records.
Ability to exercise sound judgment and discretion when handling sensitive and confidential information.
Valid Driver’s License with no major infractions and dependable transportation.

Responsibilities

Leads day-to-day recruitment activities and ensures open positions receive timely and appropriate recruiting attention.
Actively identifies, sources, and engages active and passive candidates for current and anticipated staffing needs.
Proactively sources candidates through direct outreach rather than relying solely on applicants generated through posted positions.
Develops and maintains candidate pipelines for high-volume, difficult-to-fill, critical, and anticipated staffing needs.
Builds partnerships that create opportunities for individuals to learn about, prepare for, and pursue careers within the organization.
Develops and maintains relationships with local schools, colleges, universities, technical schools, career and technical education programs, workforce development organizations, career centers, nonprofits, and community organizations to expand candidate pipelines.
Identifies community workforce trends, barriers to employment, and emerging talent opportunities and communicates relevant observations to the Manager of Talent Acquisition.
Identifies and develops new community partnerships based on organizational staffing needs, geographic markets, available talent, and local workforce conditions.
Utilizes multiple sourcing methods, including job boards, social media, professional networking platforms, resume databases, employee referrals, community partnerships, recruiting events, and direct candidate outreach.
Uses AI, automation, and other recruiting technology, as appropriate, to identify prospective candidates and improve sourcing efficiency.
Researches and implements new and creative sourcing approaches based on position requirements, geographic market, candidate availability, and organizational needs.
Conducts full-cycle recruiting activities as needed, including sourcing, prescreening, interviewing, candidate evaluation, and coordination with hiring managers.
Provides hands-on recruiting support for difficult-to-fill, high-priority, and time-sensitive positions.
Participates in job fairs, hiring events, networking opportunities, community outreach, and other recruitment activities.
Partners with hiring managers and the Manager of Talent Acquisition to adjust sourcing strategies when applicant flow, candidate quality, or hiring results do not meet staffing needs.
Develops an understanding of operational staffing needs and translates those needs into targeted sourcing and outreach activities.
Builds effective working relationships with leadership, hiring managers, operational teams, community partners, and prospective candidates.
Uses recruiting data to identify positions, locations, and geographic markets requiring additional sourcing or recruitment efforts.
Tracks the effectiveness of recruiting sources, community partnerships, outreach activities, and candidate pipeline initiatives and recommends adjustments based on results.
Maintains accurate and detailed records of community partnerships, outreach activities, recruiting events, candidate pipelines, and other recruiting activities.
Provides recruiting data, sourcing results, and workforce observations to the Manager of Talent Acquisition to support staffing strategy and workforce planning.
Other duties as assigned or required.
