About The Position

The T-38 Aircraft Branch Manager directs and coordinates the overall function of the T-38 Maintenance Department, overseeing 63 T-38 aircraft and 90 to 100 personnel. This role is crucial for ensuring that aircraft maintenance and flying schedules are executed safely, appropriately, and in accordance with the contract performance work statement/statement of work. The manager is responsible for enforcing strict adherence to technical data and management procedures, adjusting resources to meet production requirements, and assigning adequate supervisory coverage for each shift. Key duties include managing the special certification roster, ensuring accurate daily documentation of maintenance actions, assessing aircraft suitability for continued flight, and reviewing management and production effectiveness. The role involves analyzing personnel and equipment performance, initiating management actions to address deficiencies, and managing the maintenance planning cycle. Ensuring only qualified personnel perform maintenance with appropriate equipment and tools, and compliance with safety directives and occupational safety and health standards are paramount. The manager must establish procedures to minimize foreign object damage and dropped objects, ensure pilot-reported discrepancies and maintenance actions are accurately entered into aircraft forms and the Maintenance Information System, and advise the production supervisor of potential disruptions to the maintenance plan. This position also requires understanding and implementing on-base disaster control duties and responsibilities, keeping the Aircraft Maintenance Department Director informed of all activities, and managing vehicles and facilities. All other position-related duties as assigned or requested are also part of the scope.

Requirements

Bachelor’s or associate degree in related field, and eight (8) years relative experience, five (5) years of which must be Department of Defense experience. In lieu of a degree, minimum of ten (10) years of directly related experience, seven (7) years of which must be Department of Defense experience.
Minimum of seven (7) years supervisorial experience with general aviation, military aircraft, or manufacturing.
Must possess ability to understand and comply with Government publications and technical orders.
Must possess ability to perform analytical analysis and apply risk management techniques.

Responsibilities

Ensures the execution of aircraft maintenance, flying schedules, and other Branch activities are being accomplished in a safe appropriate manner acceptable to the Government and in accordance with the contract performance work statement/statement of work.
Enforces strict adherence to technical data and management procedures.
Adjusts resources to meet production requirements.
Assigns adequate supervisory coverage for each shift.
Manages the special certification roster.
Ensure accurate daily documentation of maintenance actions.
Assess the suitability of aircraft with repeat, recur and cannot duplicate discrepancies for continued flight.
Reviews and evaluates management and production effectiveness.
Analyzes personnel and equipment performance history using quality assurance reports.
Initiates management actions to meet new workloads or correct reported/perceived deficiencies.
Manages the maintenance planning cycle.
Ensures only qualified personnel accomplish maintenance with the appropriate equipment and tools.
Ensures compliance with safety directives, appropriate occupational safety and health standards, and applicable industrial safety publications.
Annotates occupational training requirements on the appropriate records.
Establishes procedures to minimize foreign object damage and dropped objects.
Ensures pilot reported discrepancies, scheduled, and unscheduled maintenance actions are entered and completed in aircraft forms and the Maintenance Information System.
Advises the production supervisor of conditions that may disrupt the orderly and controlled execution of the maintenance plan.
Fully understand and be prepared to implement specific on-base disaster control duties and responsibilities pertaining to aircraft/SE movement and personnel evacuation procedures.
Ensures Aircraft Maintenance Department Director is kept informed of all maintenance activities.
Manage vehicles and facilities.
Perform all other position-related duties as assigned or requested.
