About The Position

The Boeing Company's Defense, Space & Security (BDS) is seeking a Systems Engineering Manager (Level K) to join the Systems Engineering Integration & Test (SEIT) Team in Berkeley, MO. The St. Louis Digital and Systems Engineering Team is looking for a SEIT Workforce Manager (First Line Leader) to support the growing St. Louis site staffing needs. This dynamic leader will be responsible for owning and executing the staffing strategy for SEIT skill codes within Air Dominance and across the St. Louis site, including Systems Engineering, PLM, and Engineering Multi-skills roles. The role involves driving the staffing plan, coordinating across divisions and programs, building trust with stakeholders, and influencing leaders at both the site and enterprise levels. This position requires a hands-on leader comfortable in a fast-paced, growing site environment, capable of balancing strategic planning with day-to-day execution. The leader will report to the Air Dominance Digital and Systems Engineering Capability and may also lead special Homeroom/Functional Initiatives.

Requirements

  • Bachelor’s degree in engineering
  • Minimum 7 years of relevant engineering experience.
  • Experience with Systems Engineering
  • Candidates must have at least one year of experience in a leadership role (team leader, temp manager, large scale cross functional project/program management, or formal manager experience) OR have completed the Boeing internal course “Exploring Leadership.”
  • Ability to obtain a U.S. Security Clearance.
  • U.S. Citizenship required for security clearance.
  • Interim U.S. Secret Clearance Pre-Start and final U.S. Secret Clearance Post-Start is required.

Nice To Haves

  • Prior hiring, recruiting, or staffing experience supporting engineering functions.
  • Demonstrated ability to build stakeholder trust and influence leaders on talent decisions.
  • Experience managing or leading a technical “tiger team” or similar rapid-response staffing/engineering team.

Responsibilities

  • Defining and executing a comprehensive staffing strategy that supports program needs and site growth.
  • Managing the SEIT Staffing Tiger Team.
  • Coordinating with site and enterprise hiring teams to align requisitions, sourcing, and candidate pipelines.
  • Supporting and helping execute hiring events to attract diverse, qualified candidates.
  • Developing and managing job requisition strategy and requisition lifecycle (position definition, approvals, posting, and requisition prioritization).
  • Partnering with program and division leaders to understand workforce needs, forecast demand, and prioritize hiring efforts.
  • Building trust with internal stakeholders through transparent communication, timely delivery, and data-driven decision making.
  • Influencing leaders and hiring managers on talent strategy, market conditions, compensation alignment, and candidate selection to secure top talent.
  • Tracking staffing metrics, reporting progress to leadership, and continuously improving staffing processes and candidate experience.
