About The Position

Northrop Grumman Mission Systems' Engineering & Science (E&S) Baltimore and Partnered Sites (BaPs) division is seeking a Systems Engineering Manager 1 (Front-Line Manager). This position is full-time on-site at our Baltimore, MD location. As an integral part of our Engineering & Sciences leadership team you will support the Systems Integration Test & Evaluation (SIT&E) department within the Systems Engineering Integration & Test (SEIT) discipline homeroom. This is a dual-role manager position, and you will provide both engineering functional leadership and technical project execution leadership while overseeing approximately 8-12 engineers and will report directly to a Systems Engineering Manager 3. Individuals on the team work across several Baltimore, MD based programs. The position would functionally lead a team of engineers and Subject Matter Experts in the area of Systems Integration & Test. In this Systems Engineering Manager 1 role, you will also be expected to perform productive (direct charge) work on programs in addition to functional management duties. It is anticipated that given the size of this team, the candidate will spend ~80% of their time on programs in a technical/leadership role, and ~20% of their time in the functional role. This leader must be able to create a culture of well-being, inclusion and engagement that attracts, retains, and enables a high performing workforce.

Requirements

Bachelor’s degree with 5 years of experience, a Master’s degree with 3 years of experience or a PhD with 1 years of experience in Science, Technology, Engineering, or Mathematics or other related technical fields.
U.S. Citizenship is required.
A current/active U.S. Government Secret Clearance and the ability to obtain Special Program Access (SAP) prior to start.
Experience with people management or program leadership
Demonstrated leadership and managerial skills including team building and navigation, personnel - career development, technical and inter-personal problem resolution, work planning, and allocation.
Experience in integration, test and evaluation of radar, electronic warfare, RF systems or real time embedded SW
Experience in establishing and maintaining customer and/or program communications.
Excellent verbal and written communication skills.
Ability to work onsite full-time in Baltimore, MD

Nice To Haves

Advanced degrees in Science, Technology, Engineering, Mathematics or other related technical fields.
Active DoD Top Secret Clearance or higher.
Experience leading groups of 10 or more in a functional, programmatic (development and/or production), or technical capacity.
Knowledge of hiring, staffing, engineering metrics, training resources, processes, and tools, evidenced by at least 2 years of practical application.
Experience in the functional management of an engineering organization.
Prior experience in System Engineering related to the development and delivery of Application-Specific Integrated Circuit (ASIC), Field-programmable Gate Array (FPGA), Printed Wiring Board (PWB), and Circuit Card Assembly (CCA)
Proven technical management experience preferably in either program IPT, R&D or Advanced Systems, technology, and/ or functional environments.

Responsibilities

Perform organizational overhead functions – support day‑to‑day administrative and operational processes, hold one-on-one meetings with team members to discuss performance/goals, participate in compensation reviews, evaluate readiness for promotion of direct reports, and support hiring initiatives.
Collaborate with peer managers and section managers to achieve departmental and engineering departmental goals. Interact with execution and program counterparts to coordinate staffing and program support (e.g. proposal reviews, design reviews, customer meetings, etc.)
Provide guidance, direction, and performance feedback to a diverse cross functional group of engineers.
Coach and develop staff by providing an environment that encourages ongoing professional growth. Ensure staff receives the appropriate training and skill development opportunities to be successful in their roles.
Manage workload forecasting including hiring and developing new engineering talent.
Prepare, manage, and conduct Quarterly Connections.
Support the management of the department budget and support compensation planning.
Manage engineering support to programs.
Perform productive work on programs which could include specific engineering tasking related to your subject matter expertise, Integrated Product Team (IPT) leadership, and Cost Account Management (CAM) support.
Support writing technical specifications, Statements of Work (SOWs), design reviews (e.g. SRR, SDR, PDR, CDR, TRR, TIMs, etc.) and capture/proposal activities.
Develop and maintain relationships with internal and external customers as needed for leadership roles on programs
Develop proposal inputs and review proposal content for both internal and external customers
