About The Position

The General Accounting Division is seeking a Systems Control Accountant Supervisor to join the financial reporting team. This position plays an important role in statewide GAAP reporting, ACFR preparation, agency support, financial analysis, and supervision of accounting staff. Responsibilities include supervising accounting staff responsible for preparing workpapers, reconciliations, and schedules used to convert statutory accounting records to Generally Accepted Accounting Principles (GAAP); reviewing and analyzing financial information submitted by State agencies; preparing and reviewing statewide financial reporting adjustments and reconciliations; and assisting with preparation and review of financial statement note disclosures, supporting schedules, and other ACFR reporting requirements. Additional responsibilities include researching accounting issues, GASB pronouncements, and reporting requirements; providing technical accounting guidance and support to State agencies regarding accounting procedures, reconciliations, and financial reporting requirements; developing and updating reporting instructions, procedures, and workpapers used in the ACFR preparation process; and coordinating with agencies, auditors, and management regarding reporting issues and deadlines. The position also assists with development and implementation of accounting process improvements, ensures proper internal controls are maintained over assigned financial reporting activities, and uses systems such as Workiva, RSTARS, Excel, and other financial reporting tools to prepare reports and supporting documentation.

Requirements

  • A Bachelor’s degree in Accounting from an accredited college or university or a Bachelor’s degree from an accredited college or university with 30 credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing.
  • Three years of experience ensuring appropriate and consistent interpretation of and compliance with statutory and generally accepted accounting principles in a fiscal control agency or three years of experience supervising professional accounting functions.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in financial management classification or financial management specialty codes in the accounting field of work on a year-for-year basis for the required experience and education.

Nice To Haves

  • Possession of an active CPA certification or candidacy working toward completion of the CPA exam.
  • A proven ability to analyze complex data to identify inefficiencies, resolve accounting variances, and streamline workflows.
  • Experience participating in the system implementation of a new enterprise financial software of reporting tools.
  • Experience identifying and improving accounting or financial reporting processes.
  • Experience creating standard operating procedures (SOPs) and training staff on updated compliance policies and procedures.
  • Three years of experience ensuring appropriate and consistent interpretation of and compliance with statutory and generally accepted accounting principles in a fiscal control agency.
  • Three years of experience supervising the preparation and review of financial statements, ACFR reporting or other GAAP-based financial activities.
  • Three years of experience executing period-end closing workflows and verifying trial balances within a large-scale accounting system.
  • Three years of experience providing day-to-day guidance to an accounting team, including managing, and coordinating extensive financial reporting assignments across multiple units or external agencies.
