Requirements

  • Over 10 years’ relevant specialized experience in the information technology sector, preferably with large-scale information technology, biometric matching, and/or database systems.

Responsibilities

  • Design, develop, test, and implement the DASC tool in support of OBIM’s mission.
  • Provide a secure, user-friendly, web-based interface for the configuration, management, and visualization of business rules governing data access and security controls within the Automated Biometric Identification System (IDENT) or any subsequent replacement identity management system.
  • Conduct requirements analysis, system architecture and design, software development, integration with existing OBIM infrastructure, user interface development, and the implementation of robust security and access controls.
  • Conduct comprehensive testing—including unit, integration, and user acceptance testing—in both non-production and production environments, ensuring compliance with all functional and non-functional requirements as defined in the DASC tool Capability Requirements Document (CRD).
  • Provide deployment support, user training, technical documentation, and ongoing maintenance during the initial implementation period to ensure successful operationalization of the DASC tool.
  • Serve as the focus for all technology within the matcher support team and is responsible for system evolution and refreshment needed to future-proof biometric matching solutions against obsolescence and to ensure that legacy technologies and services continue to satisfy and anticipate the needs of all OBIM stakeholders.
  • As requested, identify and accommodate future demands for service; and conduct technical reviews and technology trade analyses to remain cognizant of improvements in key enabling technologies and methods.
  • Act as the senior-most contractor technical expert capable of working to support the continuity of system evolution decisions and processes.
