About The Position

CVP is seeking a Systems Architect / Technical Lead for NIH's core enterprise directory and people-data hub. NIH supports identity lifecycle management for approximately 43,000 staff and is deeply integrated with Active Directory, Oracle data services, enterprise web services, and numerous downstream systems.

Requirements

  • Must be eligible to obtain a Public Trust clearance
  • BS/BA + 10 years of relevant experience; OR MS + 5 years of relevant experience
  • 10+ years of technical leadership experience
  • 8+ years of enterprise system development/integration experience
  • 3+ years on comparable scope/complexity efforts
  • Cloud/DevSecOps modernization experience
  • Deep IBM BAW workflow architecture expertise
  • Strong knowledge of enterprise directory/identity lifecycle design, Active Directory integration, Oracle data services, and nVision/VDS data distribution
  • Experience with secure integration across identity and access systems

Nice To Haves

  • NIH EPLC architecture/design artifacts knowledge
  • FISMA Moderate/RMF/ATO/JCAM and Public Trust Moderate (Tier 2) eligibility
  • DevSecOps/CI-CD, automated testing, and code quality proficiency
  • Cloud experience (AWS/Azure/GCP); containers/IaC as appropriate
  • Government-approved AI-assisted code/test workflow experience
  • On-site availability when directed

Responsibilities

  • Provide technical authority for software architecture, identity lifecycle design, and data/integration patterns
  • Lead security/ATO alignment, cloud/modernization strategy, and root-cause resolution
  • Design and govern Active Directory integration, account provisioning, and enterprise web-service integration
  • Manage high-volume person/organization data mastering and downstream dependency management
  • Produce ARB artifacts and technical standards; mentor the engineering team
  • Lead architectural oversight of the interconnection model and VDS data distribution
