About The Position

The Department of Administrative and Financial Services (DAFS) Office of Information Technology (MaineIT) provides information technology support to over 13,000 employees. MaineIT oversees large scale enterprise applications that support the critical and diverse business needs of the State of Maine and its agencies. Responsibilities include researching and analyzing business needs, formulating and defining application scope and objectives, and designing interfaces to connect and integrate systems capable of fully meeting business needs and objectives.

Requirements

  • Knowledge of all phases of the software development life cycle as well as the project development cycle
  • Strong oral and written communication skills including the ability to write clearly and effectively
  • Demonstrated experience in gathering business requirements for system design including advanced methodologies like story mapping, impact mapping, user story writing and refinement
  • Experience writing queries and analyzing data (SQL)
  • Experience in agile development methodology and practices
  • Ability to establish and maintain effective working relationships in a high-paced team environment
  • Experience in writing and executing test plans with attention to detail and quality focus
  • Ability to manage your time proficiency, displaying good time management skills
  • Ability to self-organize and assist the teams you work with in self-organization
  • A four (4) year combination of higher level programming and or systems analysis and design experience.
  • A Masters Degree from an accredited educational institution in Computer Science may be substituted for two (2) years of programming experience.

Nice To Haves

  • A solid working experience in web applications, and other current technologies.
  • Data design/analysis and data mining using SQL

Responsibilities

  • Perform analysis and documentation of business and system interactions.
  • Design technical solutions to business issues and work with the Application Development team to implement those solutions.
  • Be involved in all phases of the SDLC, including Requirements Definition and Documentation, Systems Analysis and Design, System Integration, User Acceptance Testing, and Deployment Coordination.
  • Facilitate processes for the team and vendors to ensure they are meeting MaineIT policy and procedures.
  • Mentor team members in Systems Analysis and problem-solving.
