About The Position

Reporting to the Director of Digital Information Services, this eDiscovery position collaborates with Legal, Program, and IT teams across Texas Health and Human Services (HHS) agencies. As a member of the IT Operational Support group, the role manages security operations, addresses vulnerabilities, and oversees system lifecycle tasks such as server upkeep and decommissioning. Responsibilities include tracking risks and vulnerabilities through Archer GRC, handling IT service requests, and performing forensic data collection from digital devices. The position also supports processes and technologies involved in locating, gathering, preserving, analyzing, reviewing, and producing electronically stored information (ESI) for legal, investigative, regulatory, and open records needs. Additional duties encompass advanced computer systems analysis, defining user requirements and procedures, and enhancing or automating systems. The position requires technical expertise, complex system analysis, strategic thinking, and effective collaboration. Work is performed with minimal supervision.

Requirements

  • A bachelor's degree from an accredited four-year college or university, with major coursework in computer science, management information systems, or a closely related discipline, is generally preferred. Education and experience may be substituted on a year-for-year basis.
  • A minimum of four years of professional experience as a network/computer analyst.
  • Over four years of experience in technology development and deployment.
  • Knowledge in Archer GRC platform or other similar platforms and vulnerability management workflow.
  • Knowledge of IT service management platforms (e.g., BMC Helix, Remedy)
  • Knowledge of FedRAMP and TXRAMP application Requirements.
  • Knowledge of Cloud based and on-premises operation and applications.
  • Knowledge of eDiscovery systems like Clearwell, Relativity, or similar solutions.
  • Knowledge of Software as a Service (SaaS)
  • Knowledge of Windows Operating Systems
  • Skilled in server administration, patch management, and lifecycle operations.
  • Skilled working with Vendors and 3rd party support.
  • Skilled in PowerShell scripting, Regedit, system configuration, and server maintenance.
  • Skilled in Boolean searches.
  • Skilled at researching, analyzing, and compiling data for presentations.
  • Strong problem-solving abilities.
  • Skilled in preparing and leading group training sessions.
  • Skilled in organizing workloads and setting priorities to complete multiple assigned tasks by deadlines.
  • Skilled with software applications, such as MS Word, Excel, PowerPoint and/or 0365.
  • Skilled in using computers and applicable software for reporting and analysis.
  • Ability to communicate effectively, prepare reports, and coordinate with diverse stakeholders.
  • Ability to work under rigorous deadlines and high-pressure situations.
  • Ability to plan and coordinate complex work across multiple functions and agencies.
  • Ability to communicate effectively orally and in writing with all levels of staff.
  • Ability to work independently and exercise sound judgment.

Responsibilities

  • Coordinate with Security and vendors using Archer management to review scan results, plan remediation, and manage risk acceptance.
  • Developing and maintaining detail documentation for security controls, including implementation statement and providing supporting evidence for compliance.
  • Write and validate System Security plans, support audits and continuous monitoring activities.
  • Manage information and documentation for all Digital Information Services applications, providing support for architectural reviews, authority to operate, licensing, and system support tickets as necessary.
  • Handle security incidents by managing tickets in BMC Helix or Remedy, investigating, prioritizing, and documenting findings.
  • Handle the eDiscovery ticket queue by updating and responding to tickets within a limited timeframe.
  • Support Open Records Requests by running searches and exporting results as directed by Legal.
  • Collect, process, and analyze litigation data, preserve digital evidence per protocol, maintain chain-of-custody, and provide forensic reports.
  • Submit Change Advisory Board (CAB) requests for platform maintenance and vendor support tickets.
  • After-hours work may be required to meet schedule demands.
