About The Position

This position is for a System Software Programmer - Project Lead, focused on converting agency forms into the OpenText LiquidOffice automation software solution. The role is within the Office of Information Technology and aims to support remote work and a paperless environment by implementing Electronic Content Management (ECM) systems. The individual will collaborate with deputy area programs to develop electronic forms, workflows, and business rules, ensuring compliance with regulatory laws and IT security policies. The position requires supporting Electronic Content Management (ECM) systems and working in a team environment. Emphasis will be placed on supporting Electronic Content Management (ECM) systems and working in a team environment responsible for these efforts. This position will also work with agency deputy area programs to develop electronic document digital forms and workflows, business rules, and setup/enforce document retention schedules following IT security policies and standards. Candidates should be self-motivated, team-oriented, work under limited supervision, and respond to priority tasks as needed. Candidates must also be able to form productive working relationships with individuals from diverse backgrounds and at all organizational levels.

Requirements

  • 3+ Years of Experience with Form Designs, Automation, Workflow, and processing in E-Forms Solutions
  • 3+ Years of Experience with System Administration of an E-Form System
  • 3+ Years of Experience with common Electronic Document Formats
  • 3+ Years of Experience with Document Import Process
  • 3+ Years of Experience with Document Setup and workflow into EDM Systems
  • 3+ Years of Experience with Microsoft Active Directory
  • 3+ Years of Experience with Microsoft SQL Databases
  • Bachelors Degree in a relevant field of work or equivalent work experience

Responsibilities

  • Create and publish electronic forms to capture data and automate review, approval, and tracking of those forms in OpenText LiquidOffice.
  • Conversion of existing active agency forms to E-Form system to support a remote workforce.
  • Connect form elements to identify agency systems to ensure data entry consistency and accuracy.
  • Integrate with Microsoft Active Directory for user access and permissions.
  • Perform complex programming functions, assistance, and technical advice including design architecture, configuration, writing, testing, and documentation to complex programming of agency systems as assigned.
  • Ensure maximum system uptime for critical components to ensure business continuity.
  • Diagnoses, isolates and de-bugs problems and performs problem resolution.
  • Monitors systems capacity and performance, plans and executes disaster recovery procedures and provides Tier 2 technical support.
  • Work with primary LiquidOffice system administrator to assist with administrative support and backup to primary administrator.
  • Work with Administration Application Section staff to modernize the agency Record Information Management System (RIMS) used by agency staff to manage and track agency forms created and used by staff.
  • Adheres to Information Technology application development standards and security requirements.
  • All codes are checked in and out through code repository Tortoise SVN.
  • Ensure applications are compatible in major web browsers (IE, Chrome, Firefox, etc.).
  • Prepare and maintain system documentation for forms and imaging systems supported.
  • Work in a collaborative effort to conceptualize total systems and/or product solutions currently in place and remediation to system environment residing at the State IT Data Center.
  • Ability to plan, organize, review, implement associated project milestones to completion.
  • Recommend and assist in the design of system architectures to align with organizational strategic business objectives.
  • Provide updates to the Project Team.
  • Assist with development of policies and procedures to conform and comply with agency standard cyber security policy design related to information risk management, designation of data as to criticality, confidentiality, and protection. (NIST 800-53, FISMA, SC InfoSec Requirements http://admin.sc.gov/technology/information-security/policies-and-procedures, etc.)
