About The Position

This role involves analyzing user requirements, concept of operations documents, and high-level system architectures to develop system requirements specifications. The System Engineer 2 will analyze system requirements and lead design and development activities, guide users in formulating requirements, advise on alternative approaches, and conduct feasibility studies. This position provides technical leadership for the integration of requirements, design, and technology, and incorporates new plans, designs, and systems into ongoing operations. The role requires developing technical documentation, system architecture, and system design documentation. It also involves guiding system development and implementation planning through assessment or preparation of system engineering management plans and system integration and test plans. The System Engineer 2 will interact with the Government regarding Systems Engineering technical considerations and associated problems, issues, or conflicts. They will manage system requirements and derived requirements to ensure the delivery of production systems compatible with the defined system architectures. Responsibilities include contributing to system engineering documentation such as System Engineering Plans, Initial Capabilities Documents, Requirements Specifications, and Interface Control Documents. The role also involves coordinating resolution of action items from Configuration Control Board meetings, design reviews, program reviews, and test reviews. Participation in an Integrated Product Team to design new capabilities, allocation of real-time process budgets and error budgets to systems and subsystem components, and generation of alternative system concepts, physical architectures, and design solutions are key aspects. The position requires defining methods, processes, and evaluation criteria for verifying systems, subsystems, and work products against requirements. Reviewing and providing input to program and contract work breakdown structure, work packages, and the integrated master plan is also part of the role. The System Engineer 2 will participate in interface definition, design, and configuration changes throughout the life cycle, and develop derived requirements for Information Assurance Services and security mechanism technology. Implementing comprehensive SOA solutions and implementing operational view, technical standards view, and system and services view for architectures using applicable DoDAF standards are required. Capturing all interface designs in a common interface control format and storing interface data in a commonly accessible repository is necessary. The role involves assessing each risk to the program and determining the probability of occurrence and quantified consequence of failure, as well as planning verification efforts of new and unproven designs early in the development life cycle. Preparing time-line analysis diagrams illustrating the flow of time-dependent functions, establishing a process to control and manage changes to requirements and maintaining traceability, and managing and ensuring the technical integrity of the system baseline over time are also key responsibilities. Support for the planning and test analysis of the DoD Certification/Accreditation Process and other Government C&A processes, as well as support for the development and review of JCIDS documents, is required. The position provides technical direction for the development, engineering, interfacing, integration, and testing of complex hardware/software systems. Developing scenarios and an Operational Concept describing interactions between the system, the user, and the environment, and conducting quantitative analysis in non-functional system performance areas are also included. Establishing and following a formal procedure for coordinating system integration activities among multiple teams is essential. Specifically, this role requires accessing production NiFi and ensuring inbound data is operational and flowing correctly, handling data management requests and change submissions, coordinating any data samples needed, ensuring there are no backlogs or errors of data, and assisting customers with data formatting issues.

Requirements

  • Experience with Radio Frequency (RF) systems with understanding of analog to digital dataflow and conversion processes.
  • Access production NiFi and ensure that inbound data is operational/flowing correctly.
  • Data management requests (DMRs) and change (DCRs) submissions.
  • Preliminary system design with capability to explain system design to stakeholders.
  • Coordinate any data samples needed.
  • Prior experience with requesting IPs be added to System Security Plans.
  • Ensure there are no backlogs/errors of data.
  • Assist customers with data formatting issues.
  • Experience with creating and updating engineering and RF antenna drawings and network diagrams.
  • Capable of creating dataflow diagrams documenting the network connections required for system functionality.
  • Experience with Confluence/Jira used for communication and documentation.
  • Active IAT II CWIP / DoD 8570 compliant cert (i.e., Security+) REQUIRED.
  • Fourteen (14) years experience as a SE in programs and contracts of similar scope, type and complexity is required.
  • Bachelor’s degree in System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or related discipline from an accredited college or university is required.
  • Five (5) years of additional SE experience may be substituted for a bachelor’s degree.
