Job Summary This role is responsible for the development and implementation of plans and programs to enhance preparedness for Memorial Hermann Health System. The r Emergency Management Planner facilitates planning for business continuity and disaster recovery strategies, as well as develop and lead training to prepare Memorial Hermann employees to respond successfully to emergency situations. This position reports to the System Emergency Management leadership.

Requirements

  • Bachelor’s degree in emergency management, homeland security, public health, nursing, or a related field required.
  • Certification in FEMA IS-100, IS-200 IS-700, and IS-800 or equivalent, and FEMA Professional Development Series (PDS) is required.
  • Four (4) years in healthcare emergency management, operations or a clinical discipline.
  • Must have ability to solve complex problems.
  • Must be able to work Works independently with guidance in only the most complex situations.
  • Ability to lead functional teams or projects.
  • In-depth conceptual and practical knowledge of Emergency Management required.
  • Must be highly proficient in Microsoft Office Suite, and Internet browsers
  • Demonstrated experience in implementing software applications to support the development of training courses, materials, and documents.
  • Demonstrated experience providing technical and large group training.
  • Proven team building skills and ability to deal with multidisciplinary teams in diverse settings. Must be effective as a change agent.
  • Demonstrated skills in project management life cycle and change management.
  • Experience with public speaking and interacting with internal and external leaders.

Nice To Haves

  • CEM, Project Management Certs, HERT T-the-THealthcare Leadership, or FEMA Advance Professional Series (APS) is preferred.

Responsibilities

  • Responsible for all Federal, State, and local regulatory Emergency Preparedness requirements.
  • Develops and designs comprehensive emergency management plans, procedures, and templates.
  • Participates in and leads some Memorial Hermann Emergency Management initiatives, projects, and workgroups. Develops a best-practice healthcare emergency management and business continuity program.
  • Responds to all Memorial Hermann disasters or emergency management activations. Facilitates and coordinates real world and exercise after action meetings and after action report (AAR) documentation development.
  • Acts as a care delivery site Emergency Preparedness Officer as needed. Facilitates care delivery site specific emergency management committee meetings as needed. Attends and participates in care delivery site specific emergency management meetings.
  • Develops and designs comprehensive emergency management training and exercise programs. Facilitates emergency management drills and exercises, incident command training, decontamination training, evacuation training, new employee orientation, and any other emergency management or business continuity training.
  • Develops and maintains Emergency Preparedness Officer onboarding, education, and professional development. Develops Emergency Management and Business Continuity toolkits and resources.
  • Works with System Education team to implement PCT 3 decontamination leveling training.
  • Facilitates Systemwide Emergency Management meetings. Develops curriculum and materials for Emergency Management Summit(s).
  • Attends Regional and Community emergency management meetings, events, trainings, etc. Attends local, regional, state, and national conferences. Presents at local, regional, state, and federal conferences.
  • Manages mass communications system during disasters. Updates and maintains System Emergency Management technologies.
  • Researches and stays abreast of internal and external threats that could impact business activities. Stays up-to-date on the latest tools, techniques, and best practices for emergency management through continuing education.
  • Ensures safe care to patients, staff and visitors; adheres to all Memorial Hermann policies, procedures, and standards within budgetary specifications including time management, supply management, productivity and quality of service.
  • Promotes individual professional growth and development by meeting requirements for a mandatory/continuing education and skills competency; supports department-based goals which contribute to the success of the organization; serves as preceptor, mentor and resource to less experienced staff.
