About The Position

The Emergency Management Planner performs responsible professional analytical/consultative work planning, developing, implementing, evaluating, organizing and promoting operations/process of the Office of Emergency Management & Planning, in direct support of program accreditation requirements and/or best practices. This position will be involved in a wide array of activities covering the multi-hazard needs, capabilities, effective and efficient mitigation of, preparedness for, response to, and recovery from all hazards and/or threats to the UNC Chapel Hill campus community to protect life and property, consistent with the National Incident Management System ( NIMS ). Primary duties include writing and updating the University Emergency Operations Plan ( EOP ) and other emergency management operational plans, policies, and procedures, assessing campus emergency management core capabilities and gaps, conducting hazard/risk analysis, and developing exercise/evaluation/corrective action processes. Additionally, this position develops and conducts associated emergency management training, assists with facilitating mitigation activities and disaster recovery operations. Work is performed under general direction of the Executive Director of Emergency Management and Planning.

Requirements

  • Thorough knowledge of the principles and practices of emergency services response programs including developing response plans; coordinating manpower, resources, and efforts of numerous departments, agencies and services; providing training; and performing related administrative functions.
  • Thorough knowledge of the laws, ordinances, standards, and regulations pertaining to the essential duties and responsibilities of the position.
  • Ability to maintain cooperative and effective relationships with intra- and interdepartmental personnel, as well as any external entities with which position interacts.
  • Ability to use Microsoft Office software.
  • This position is designated as a Mandatory Employee. The position requires the ability to be available on short notice for emergency situations. During activation of the EOC , relocation or visits to emergency or disaster sites on campus may be required during response and recovery operations. Must be available for call-back during significant emergencies and disasters.
  • FEMA Professional Development Series within one year of employment.
  • FEMA HSEEP Course completion within one year of employment.
  • Formal adult instructor training (40 hour minimum) through accredited agency/institution accepted by NC=Division of Emergency Management, or ability to obtain this certification within two years of employment.
  • Incident Command System ( ICS ) 400 Certification, or ability to obtain this certification within two years of employment.
  • Certification as an Associate Emergency Manager by the North Carolina Emergency Management Certification Program, or ability to obtain this certification within three years of employment.
  • Reside within 30 miles of UNC Chapel Hill main campus.
  • Must have a valid driver’s license with an acceptable driving record at the time of hire.
  • Complete certification requirements to receive NC ISAAC’s FLO designation within one year of employment.

Nice To Haves

  • Bachelor’s degree in emergency management, homeland security, public administration or a related field and three years of progressively responsible planning, research, and analysis experience in an emergency management, human services, community service or emergency services agency; or an equivalent combination of education and experience.
  • Exceptional writing skills.
  • Experience working in a higher education environment preferred.
