This position is to provide the Knowledge and Data Management Branch (KDM) of DEVCOM Chemical Biological Center located at Rock Island Arsenal, IL. KDM develops and maintains information systems for several government customers. The majority of the KDM mission supports the Joint Executive Program Office for Chemical, Biological, Radiological, and Nuclear Defense (JPEO-CBRND). This mission directly supports the acquisition programs for CBRN Equipment (CBRNE) for the Warfighter. KDM requires contractor support using non-personal services contracts to execute their mission of developing accredited information systems. Western Door Federal is seeking a Systems Administrator in Rock Island Arsenal, Rock Island, IL. The objective of this work is to provide on-site support and be responsible for the day-to-day performance of the work/contract. Work under general technical direction, install, configure, and maintain operating systems, servers, and resources either in the government owned cloud, or servers.

Requirements

  • Active Secret Clearance.
  • Information Assurance Technical level II (IAT II) certification: CCNA Security; CySA+; GICSP; GSEC; Security+ CE; CND; or SSCP.
  • Apply skills at a complexity level and velocity equivalent to three (3) years of paid experience in system administration.
  • Work under general technical direction, install, configure, and maintain operating systems, servers, and resources either in the government owned cloud, or servers.
  • Ability to learn or already know the latest NIST controls, information assurance frameworks, and address them in practice, following the government's risk management plan, and CoOP.
  • Have effective technical, communication, skills and experience to recommend design solutions and improvements that enhance the system cost, schedule, and performance.
  • Excellent attention to detail.
  • Excellent written and oral communication skills.

Responsibilities

  • Perform software installation, upgrades to operating systems. Schedules and coordinates these activities with the KDM software development team ahead of time.
  • Follow system accreditation and risk management controls and not compromise the system or cloud environment security accreditation.
  • Monitor and tune the system / cloud environment to maintain optimal performance.
  • Maintain the regular system backups and restores the system to pre-failure state or restoring data from backup media. This includes the entire system: Operating System(s), data, databases, software, any virtual machines, etc...
  • Work in a software development life cycle, apply security and vulnerability best practices, and require little or no instruction and guidance in performing routine tasks and updating change management systems to document system changes.
  • Provide recommendations, as needed, regarding hardware and system software planning and cost estimates.
  • Collaborate with other members of the DEVCOM CBC KDM, understand and implement change requests, have superb interpersonal and communication skills.
  • Participate in team meetings with the government to improve understanding of the mission, tools, concepts, frameworks, and increase effectiveness in maintaining government computer systems.

  • Deliver and prepare hardware, software, and system audits. Must be cognizant of the security controls for the accredited system or systems under their control, and work the with government team lead on identifying, recommending, verifying, and reviewing audit log key/value pairs to report on.
  • Prepare monthly audit report to the government.
  • Monitor system performance data and compile a monthly performance report for the government.
  • Communicate with the government team lead on the details of what data to collect, and the format of the report.
  • Manage and store all system hardware, software license and maintenance agreements whether it for government server or cloud environments. The documentation shall include copies of invoices for purchases and license keys, subscription numbers, and login information to OEM or vendor systems to obtain entitlements. The documentation shall list this information and the location where the supporting documentation is stored. The storage location for the files should be in a government owned system or cloud environment and accessible to the government team lead, COR/ACOR, and any other government personnel determined to have valid need by the government.
  • Prepare and deliver system failure after action report document to include root causes, corrective actions taken, and recommendations to prevent or expedite resolution of future failures.
  • Maintain a Security Technical Information Guide (STIG) Checklist, for each system with an APMS record.
  • Establish a checklist for daily/weekly/monthly systems checks and monitoring activity in accordance with established risk management and information assurance policy.
  • Complete the checklist based on the frequency identified for the checklist and document the completion of re-occurring checks via automated or manual processes identified by the government
  • Assist in testing the existing Contingency Plans to install and maintain systems and business operations in the event of a terrorist attack, natural disaster, or other significant disruption to continue operations at an alternate location.
  • Update Operating Procedures Document to reflect changes in technology or evolving system restoration requirements.
