About The Position

This vacancy is for a GS-2150-12, Supv Vessel Traffic Mgmt Spec located in the Department of Homeland Security, U.S. Coast Guard, USCG MARINE SAFETY UNIT PORT ARTHUR in PORT ARTHUR, Texas. Duties You will serve as a Supv Vessel Traffic Mgmt Spec and responsible for supervising Vessel Traffic Service (VTS) operations at the Vessel Traffic Center (VTC) on a rotating shift, providing continuous service to the mariner, seven days a week, 24 hours per day. You will coordinate vessel traffic in an assigned geographic area in order to reduce the probability of vessel collisions, ramming and groundings and ensuring no environmental damage; facilitates vessel traffic movement and assisting Coast Guard and other agencies in the accomplishment of their missions including search and rescue, law enforcement, environmental protection, maritime security and aids to navigation. This work contributes to the safe and efficient movement of all vessels in the service area, with special attention to those carrying hazardous cargo, reducing the probability of marine casualties that could result in severe environmental damage and loss of property or life. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Supervising and coordinating the efforts of a group of civilian and/or military Vessel Traffic Management Specialists during a shift. Taking initial response action for incidents; contacting appropriate personnel to response, issuing instructions personally or through subordinates or as a representative of higher authority; and maintaining contact with other traffic management authorities or government counterparts. Monitoring vessel reports, safety information broadcasts and the transmission of information, advisories and directions. Operating a variety of surveillance sensors, communications, data processing, keyboard and other electronic equipment. Exercising authority to direct vessel movement during especially hazardous conditions using guidelines established in regulations, unit directives and/or Captain of the Port (COTP) Orders.

Requirements

  • Must be a U.S. Citizen.
  • Must be registered or exempt from the Selective Service.
  • A one-year probationary period may be required.
  • Under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a one-year probationary period.

  • Undergraduate and Graduate Education: Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. For Marine Transportation Specialist positions, education obtained in a Federal, State, or other accredited Merchant Marine Academy is qualifying.
  • Specialized Experience: For Marine Transportation positions, experience in: Planning, directing, and supervising cargo or bulk petroleum movements such as: Embarkation and debarkation, cargo loading and discharge.
  • Formulating marine transportation itineraries and routings according to commercial cost factors and tariffs.
  • Formulating marine transportation traffic plans for personnel and cargo.
  • Scheduling ships.
  • Developing, analyzing, or evaluating cargo lift capabilities.
  • Preparing statistics for planning operations of ships, or formulating budgetary estimates of cargo transportation costs.
  • Serving as a licensed merchant marine deck or engine officer or naval deck or engine officer.
  • At least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector.
  • Supervising and/or leading vessel traffic service operations; assisting in the responsibility for overall readiness, appearance, good order and discipline of the Vessel Traffic Center
  • Overseeing shipping channel maintenance, maintaining aids to navigation, responding to emergencies on the water, or investigating vessel incidents/accidents
  • Operating a variety of surveillance sensors, communications, data processing, keyboard and other electronic equipment to make decision regarding vessel movements
  • Communicating with internal and external stakeholders in order to exchange information, coordinate actions, or provide guidance on procedural requirements
