About The Position

This position is responsible for supporting the sourcing, acquisition, and administration of very complex, high dollar equipment as a member of BIW’s Supply Chain Subcontracts team. This position is built for highly motivated individuals who have an eagerness to learn and the ability to rapidly and accurately perform supply chain tasks for a variety of contract types. Activities include issuing RFPs, evaluating proposals, performing price analyses and negotiating, managing suppliers and often expediting material deliveries, and resolving receiving and/or invoice issues. This role requires completion of appropriate documentation for compliance with federal contract regulations (FAR, DFARS) and to align with departmental and company procedures. Operating under the BIW Business Operating System (BOS), the Subcontracts Specialist ensures compliance with safety, quality, and performance standards while maintaining strong relationships with key stakeholders.

Requirements

  • Ability to develop a command of complex contract terms in a short amount of time.
  • Excellent verbal and written communication skills with the ability to translate technical decisions/strategies into business terms and implications. Ability to produce clear documentation geared to varied audiences.
  • Ability to manage a high volume of work in a fast-paced, deadline-driven work environment.
  • Solid project management and organizational skills with attention to detail and the ability to manage multiple projects.
  • Positive and energetic with strong cross-functional team experience.
  • Strong analytical problem-solving aptitude and financial acumen, including the ability to discuss and monitor associated budgets and expenditures.
  • An excellent sense of humor and a high tolerance for uncertainty in the midst of shifting priorities.

Nice To Haves

  • BS / BA Degree preferably in Business, Finance, or Supply Chain, or a related degree preferred and comparable work experience.
  • MBA or Certification, or direct work experience in Procurement, Supply Chain, Property Management or Lease Management.

Responsibilities

  • Actively participate in safety initiatives and lead by example.

  • Negotiate pricing and terms to reduce total costs and liability exposure consistent with company policies.
  • Prepare standard contract documentation (e.g., casefile memo, price analysis, negotiation plan and results) i/a/w departmental procedures.
  • Review supplier proposals and other documents for compliance with federal contract regulations (FAR, DFARS) and to align with departmental and company procedures.
  • Develop/compile solicitation documents, including market research, proposal evaluation, source selection, and negotiations.
  • Be a continuous and active learner.
  • Work to enhance current skills and take initiative to prepare yourself for future roles and career growth.
  • Assist and participate in cross departmental communications and information sharing to support organizational alignment.
  • Create strong partnerships with internal and external stakeholders.
  • Monitor and assess supplier performance and initiate corrective action when supplier performance does not meet contractual obligations or company expectations.
  • Evaluate effectiveness of existing department strategies and make recommendations for improvement as needed.
