Northrop Grumman Aeronautics Systems sector is currently seeking an Supply Chain Procurement Specialist Level 1 or 2 to join our team of diverse professionals in Oklahoma City, OK. This role involves sourcing and procuring specialized goods and services, owning contractual management for suppliers, and managing the source selection process from contract proposal to execution. The specialist will coordinate with various stakeholders including contracts, engineering, quality, planning, operations, program management, and end-users. Responsibilities include developing subcontract specifications, work statements, and terms and conditions for procuring specialized materials, equipment, and services. The role also involves preparing bid packages, conducting bidders' conferences, analyzing proposals, negotiating subcontract provisions, selecting subcontractors, issuing awards, and administering resulting subcontracts. Additionally, the specialist will collaborate with the quality organization to evaluate and monitor supplier quality, reliability, and delivery schedule support. Key objectives include identifying strategies to reduce costs, improve efficiency, and manage risk through strategic negotiations. The role requires managing subcontract performance, ensuring compliance with public law and company policies, including import/export regulations, and assessing supplier performance. Ensuring proper receipt recording by logistics and warehouse teams is also a responsibility. The specialist will manage and develop strategic/key suppliers and review/approve supplier payments as needed. Utilizing process tools like Lean Six Sigma with suppliers to drive quality, efficiency, and continuous improvement is expected. This position may be filled as a Level 1 or Level 2 based on qualifications.
