About The Position

Northrop Grumman is seeking a Sr. Principal/Principal Supply Chain Planning Specialist in their Supply Chain department at the Elkton, MD location. The Northrop Grumman Propulsion Systems and Controls (PS&C) facility in Elkton, Maryland has a history of solid-propellant rocket operations dating back to 1948. Currently, the facility specializes in the design, development, and production of solid-propellant propulsion and ordnance systems for various Government and commercial clients. It also acts as a central point for offsite engineering and test facilities located in Ronkonkoma, NY, and Palm Beach Gardens, FL. The Sr. Principal/Principal Supply Chain Planning Specialist is expected to be a strong leader with proven project management and supply chain management capabilities. This role will be responsible for coordinating activities related to material requirements, material cost accounting, and supplier management for an assigned program. Additionally, the position will emphasize a commitment to safety and the utilization of Lean/PES/Six Sigma tools throughout program planning and execution.

Requirements

Principal Supply Chain Planning Specialist: Minimum of 9 years of experience. A Bachelor's degree with 5 years of experience or a Master's degree with 3 years of experience will be considered.
Sr. Principal Supply Chain Planning Specialist: Minimum of 11 years of experience. A Bachelor's degree with 7 years of experience or a Master's degree with 5 years of experience will be considered.
5 years of experience managing programs, subcontracts, materials, and/or services.
Knowledge of MRP/ERP systems, financial systems, FAR, and ITAR.
Demonstrated leadership experience.
Ability to acquire a Security Clearance, which requires US Citizenship as a prerequisite.

Nice To Haves

Degree in Engineering, Business, Finance, Supply Chain Management or related field.
Active Secret Security Clearance.
Experience with Earned Value Management preferred.
Aerospace and/or DoD experience.

Responsibilities

Serve as a liaison for assigned program(s) and the supply chain management function, interacting with buyers, planners, subcontract administrators, scheduling, customers, and suppliers.
Represent Northrop Grumman in Program Management Reviews (PMRs) and leadership briefings, both internally and externally.
Oversee all Supply Chain Management activities necessary to meet program requirements, maintaining a connection between various Supply Chain functions including Purchasing/Sub-Contracts, Logistics, and Production Control.
Identify and mitigate program risks related to material requirements.
Oversee material program planning and execution through all applicable phases to support prime program requirements, including concept, exploration, engineering development, advanced development, production, sustainment, and retirement.
Prepare and execute Material Program Plans (MPPs) and supply strategies.
Support the completion of the bill of materials, including product and part definition, scrap and yield analysis, and order policies.
Maintain the program line of balance and ensure supplier deliveries are synchronized with the production schedule.
Lead efforts to mitigate material risks and obsolescence, ensuring 100% material availability.
Be responsible for program materials through acceptance.
Develop supply chain strategies, including supplier development and supplier risk management, which may involve creating secondary sources, safety stocks, and buffer stocks.
Support vendor assessments for operational effectiveness.
Implement Supplier Performance Management Practices, such as Business Management Reviews, Scorecard Reviews, Supplier Surveys, and Operational Assessments as appropriate.
Develop and maintain monthly sales forecasts for selected programs.
Provide weekly status updates for forecasted sales of materials.
Assist with billing/invoice issues that are causing delays in invoice processing.
Provide monthly material IWO (Independent Work Order) support to ensure accurate forecasts and Estimates to Complete (ETC) on select programs.
Act as a Subject Matter Expert (SME) in the development and maintenance of month-end material forecast and ETC finance deliverables.
Provide input for the Sales & Operations Materials Watch list and compare it against program forecasts, identifying any associated risks and opportunities.
