About The Position

The Supply Chain Planning Lead is the functional design authority for Oracle Fusion Cloud Demand Management, Supply Planning, and Sales & Operations Planning (S&OP) within our Fusion ERP transformation. The role owns the design and configuration of planning scope, forecast processes, planning hierarchies, supply policies, capacity assumptions, and planning scenarios, along with the governance that turns demand signals into executable supply decisions. Federal compliance, controlled-data, and export-control requirements are set as policy by the Federal Compliance Lead and the Legal, Security, and Export Compliance teams. The Planning Lead determines how those requirements affect forecasts, supply plans, planning organizations, scenarios, reports, and collaboration with suppliers or external planning systems. This is a functional design and configuration role, not a policy-authorship role. It is distinct from the Security & Access Architect, who controls who can access planning data in Fusion. The Planning Lead controls how planning data is structured, processed, governed, and converted into supply-chain decisions.

Requirements

  • US citizen, eligible to obtain a US Government security clearance.
  • 8+ years implementing Oracle supply chain planning solutions, including at least two full-cycle Oracle Fusion Demand Management and Supply Planning implementations.
  • Hands-on experience designing demand management, supply planning, inventory planning, and S&OP processes.
  • Experience designing planning hierarchies, forecast models, sourcing rules, safety stock policies, lead-time models, and capacity constraints.
  • Experience supporting global discrete, industrial, or other complex manufacturing environments.
  • Experience establishing planning data-readiness criteria and integrating Fusion with Manufacturing, Procurement, Inventory, Order Management, or legacy planning systems.
  • Working knowledge of role-based access control (RBAC), Segregation of Duties (SoD), and controlled-data access requirements as they apply to planning processes.

Nice To Haves

  • Experience with Oracle Fusion Cloud Supply Chain Planning, including Planning Central.
  • Experience with Oracle Government Cloud or another FedRAMP-authorized environment.
  • Experience supporting Defense Industrial Base, aerospace, defense, or regulated manufacturing organizations.
  • Familiarity with CUI, FCI, CMMC, DFARS, ITAR/EAR, DPAS, and NIST SP 800-171 (Rev. 2).
  • Experience managing program-specific forecasts, constrained supply, or controlled products across global planning organizations.
  • Oracle Fusion Cloud Supply Chain Planning Implementation Professional (current).
  • ASCM CPIM or CSCP, with demonstrated Oracle Fusion Planning implementation experience.

Responsibilities

  • Lead configuration of Oracle Fusion Demand Management, including forecast methods, demand signal sources, planning hierarchies, forecast accuracy measures, and exception-management processes.
  • Define planning scope, plan types, planning horizons, time buckets, aggregation levels, and forecast consumption requirements.
  • Design the consensus-demand process, including stakeholder inputs, forecast overrides, approval workflows, and performance measures.
  • Determine how historical demand, bookings, shipments, customer forecasts, market intelligence, and program demand feed the demand plan.
  • Define the appropriate level of planning detail for controlled products, government programs, and customer-restricted demand.
  • Lead configuration of Oracle Fusion Supply Planning, including make, buy, and transfer rules, sourcing rules, safety stock, lead times, capacity assumptions, and planning constraints.
  • Define how planning accounts for manufacturing resources, suppliers, inventory, open orders, purchase orders, work orders, and transfer orders.
  • Design project-driven supply chain planning where required, pegging supply and demand to projects, tasks, and contracts for program-based work.
  • Design planning processes that convert approved demand into executable recommendations for Manufacturing, Procurement, Inventory, and Order Management.
  • Define exception handling and escalation for material shortages, capacity constraints, supplier risk, and competing demand priorities.
  • Define how Defense Priorities and Allocations System (DPAS) rated orders are identified, prioritized, and preserved through planning, supply allocation, and fulfillment.
  • Partner with the Manufacturing, Procurement, Inventory, and Product teams to align planning assumptions with operational capabilities.
  • Determine whether Production Scheduling, Replenishment Planning, and Global Order Promising are in scope, and define how they interact with supply plans and Order Management.
  • Design the S&OP cadence, participants, decision forums, scenarios, and executive review process.
  • Define how demand, supply, inventory, capacity, financial, and risk information is brought together for S&OP decisions.
  • Align operational plans with Finance through plan-to-budget and forecast reconciliation.
  • Define decision rights for approving demand changes, supply responses, inventory strategies, and constrained-demand allocations.
  • Establish S&OP performance indicators, assumptions, scenario comparisons, and decision-tracking requirements.
  • Define planning data requirements for items, item organizations, BOMs, routings, resources, lead times, sourcing rules, suppliers, inventories, open orders, and historical demand.
  • Establish measurable data-quality thresholds with the Product Lifecycle, Manufacturing, Procurement, Inventory, and master data owners.
  • Determine whether data is complete and reliable enough to support planning go-live.
  • Define the release sequence between core SCM capabilities and Oracle Fusion Planning.
  • Establish an interim planning approach where planning cannot be deployed at the same time as core SCM processes.
  • Flag where planning requirements cannot be supported through Fusion configuration alone and require data remediation, process changes, or complementary systems.
  • Identify and classify forecasts, customer demand, government-program planning data, supplier information, and controlled item attributes used in planning.
  • Work with the Federal Compliance Lead to determine where controlled information enters, resides, moves, and exits planning processes.
  • Map controlled planning information across plans, scenarios, users, organizations, reports, spreadsheet exports, integrations, suppliers, external planning tools, and the collected planning data that Fusion Planning operates on.
  • Define access requirements for planning organizations, plans, scenarios, and reports where citizenship, geography, U.S.-person status, or export-control restrictions apply.
  • Minimize propagation of controlled product, customer, and program information by planning at an aggregated level where detailed data is not required.
  • Develop and execute test scenarios for demand forecasting, supply recommendations, constraints, exceptions, scenario planning, and S&OP decision processes.
  • Validate that authorized and restricted users receive the appropriate planning views and reporting access.
  • Support conversion, integration testing, user acceptance testing, planning reconciliation, cutover, and stabilization.
  • Own planning design documentation, data-readiness criteria, and planning configuration traceability.
  • Support go-live readiness sign-off for Demand Management, Supply Planning, and S&OP.
