About The Position

This position is responsible for the safe execution of all supply chain, procurement, and materials management activities supporting ship newbuilding and major marine construction programs in accordance with the company's overall safety goals, objectives and policies. It involves directing and overseeing all phases of material and equipment procurement, maximizing financial returns on capital resources, and ensuring materials and equipment are procured safely, on schedule, within budget, and in compliance with all contractual requirements. The role requires continuous monitoring of supplier capacity, lead times, and material availability, and close collaboration with various departments to ensure efficient integration of procurement and materials planning into the construction schedule. The position also ensures compliance with the company's Mission Statement and Quality Management System, plans and coordinates all aspects of supply chain operations, establishes sourcing strategies and performance metrics, and reviews/approves major purchase orders and subcontract agreements. Effective management of vendor and subcontractor agreements to maximize safety, quality, cost, schedule, and customer satisfaction is crucial. The role oversees sourcing, purchasing, expediting, receiving, warehousing, and inventory control activities, and ensures compliance with all applicable regulatory, classification society, customs/import, environmental, and customer requirements. Developing and maintaining strong relationships with suppliers and providers, ensuring vendors meet performance requirements, and leading strategic planning efforts for sourcing, supplier development, and infrastructure are key responsibilities. The role also involves hiring, developing, and retaining supply chain personnel, providing leadership and professional development, and promoting a culture of accountability, teamwork, innovation, continuous improvement, and operational excellence.

Requirements

  • Bachelor of Science degree in Supply Chain Management, Business Administration, Engineering, or related field; or equivalent combination of education and experience.
  • Minimum of seven (7) years of progressively responsible supply chain, procurement, or materials management experience in shipbuilding, vessel construction, heavy industrial construction, offshore fabrication, or marine project environments.
  • Demonstrated experience managing procurement and materials planning for large, complex newbuild vessel programs and multidiscipline project teams.

Responsibilities

  • Responsible for the safe execution of all supply chain, procurement, and materials management activities supporting ship newbuilding and major marine construction programs.
  • Direct and oversee all phases of material and equipment procurement from requisition through sourcing, purchase order award, expediting, receipt, inspection, and delivery to production.
  • Maximize financial returns on capital resources through effective supplier negotiation, cost control, inventory management, and strategic sourcing decisions.
  • Ensure materials and equipment required for newbuilding programs are procured safely, on schedule, within budget, and in compliance with all contractual requirements.
  • Continuously monitor supplier capacity, lead times, material availability, and logistics infrastructure to ensure capability to meet current and future program requirements.
  • Work closely with Engineering, Production, Quality, Finance, and Project Management personnel to ensure efficient integration of procurement and materials planning into the overall construction schedule.
  • Ensure compliance with Gulf Copper Mission Statement and Quality Management System.
  • Plan, direct, and coordinate all aspects of supply chain, procurement, logistics, and warehousing operations supporting newbuilding programs.
  • Establish and maintain sourcing strategies, procurement schedules, performance metrics, and reporting systems for all assigned projects.
  • Review and approve major purchase orders, subcontract agreements, change orders, and commercial commitments in conjunction with Corporate Legal Counsel prior to execution.
  • Ensure vendor and subcontractor agreements are effectively managed to maximize safety, quality, cost performance, schedule performance, and customer satisfaction.
  • Oversee sourcing, purchasing, expediting, receiving, warehousing, and inventory control activities to ensure successful and timely vessel delivery.
  • Ensure compliance with all applicable regulatory, classification society, customs/import, environmental, and customer requirements related to procured materials and equipment.
  • Develop and maintain strong relationships with suppliers, subcontractors, freight and logistics providers, classification societies, and key vendors.
  • Ensure vendors and suppliers meet company performance, schedule, technical, and financial requirements.
  • In coordination with the Corporate Human Resources Department, interview, hire, develop, and retain supply chain and procurement personnel supporting shipbuilding and construction programs.
  • Provide leadership, motivation, guidance, performance evaluations, coaching, and professional development for direct reports and their subordinate teams.
  • Lead strategic planning efforts related to sourcing strategy, supplier development, warehouse and logistics infrastructure, and procurement system investments.
  • Promote a culture of accountability, teamwork, innovation, continuous improvement, and operational excellence throughout all supply chain activities.
