The Division of Family and Community Services (DFCS), Office of Workforce Development in the Illinois Department of Human Services (DHS) is seeking a Supplemental Nutrition Assistance Program Employment and Training (SNAP E&T) Program Manager. This position manages and implements existing and/or new program policies, procedures, protocols, and program objectives and goals to promote compliance with state and federal grantmaking requirements, involving Grant Accountability and Transparency Act (GATA) and Federal Funding Accountability and Transparency Act (FFATA); supervises subordinate staff; manages the Unit’s efficient and effective use of DHS systems; manages the implementation of onsite and/or remote programmatic monitoring policies, procedures, protocols, and schedules at funded grantees; reviews and approves programmatic Notices of Violations and Corrective Action Plans, which resulted from monitoring activities to promote consistent implementation and compliance with state and federal mandates; travels (with overnight stays) to work with grantees, stakeholders, and other entities to promote comprehensive (diverse, equal, and equitable) service delivery and compliance with contractual expectations; reviews, analyzes, and generates corresponding written reports regarding proposed and/or existing legislation, statutes, and/or administrative rules to determine programmatic and fiscal impact; and facilitates routine onsite and/or Webex meetings and/or training sessions with grantees and other entities.
