About The Position

This position is located in the Strategic Support Branch, Resource, Data and Strategy, Surface Operations, Security Operations, Transportation Security Administration (TSA), Department of Homeland Security (DHS). The incumbent serves as Branch Manager and provides direct support to the Division Director for national strategic oversight, data management, and analysis supporting Surface Operations program requirements. The role oversees national compliance and enforcement activities for the surface transportation community and supervises Surface Operations headquarters outreach initiatives. It supports administrative functions, internal reporting, and communications. As a recognized technical authority, the incumbent develops policy statements, studies, and position papers proposing approaches to complex transportation security issues. The position plans, coordinates, implements, and evaluates complex surface transportation security programs, policies, and operations. It collaborates on Surface Operations program methodologies and risk-based performance metrics supporting inspection, outreach, assessment, and exercise priorities. It provides national oversight and program support to Surface Operations senior leadership, Regional Security Directors, Regional Operations Directors, and Transportation Security Inspectors - Surface. The incumbent also directs analysis of cross-organizational transportation security issues and produces detailed reports on performance measures, including program effectiveness, industry compliance, and national field office inspector utilization.

Requirements

U.S. citizenship or U.S. national status.
Must be at least 18 years old at the time of application.
Must complete a favorable background investigation.
Selective Service registration is required.
Must obtain and maintain a Secret security clearance.
Must complete an OGE-450 Confidential Financial Disclosure Report annually or as directed, and complete annual ethics training.
At least one year of specialized experience at the SV-I or GS-13 level in Federal service, or equivalent experience in the private sector.
Specialized experience translating strategic policies and surface programmatic requirements into written and oral operational guidance for surface operations personnel.
Specialized experience identifying positive trends and strategic program areas requiring improvement, and directly reviewing the work of immediate subordinates.
Must meet qualification requirements by the vacancy announcement closing date.

Responsibilities

Serve as Branch Manager, providing direct support to the Division Director for national strategic oversight, data management, and analysis supporting Surface Operations program requirements.
Oversee national surface-community compliance and enforcement activities and supervise national outreach initiatives directed by Surface Operations headquarters.
Support Surface Operations administrative functions, internal reporting, and communications.
Develop policy statements, studies, and position papers addressing complex transportation security issues.
Plan, coordinate, implement, and evaluate complex surface transportation security programs, policies, and operations.
Collaborate on developing and reevaluating Surface Operations program methodologies and risk-based performance metrics for inspection, outreach, assessment, and exercise requirements and priorities.
Provide national oversight and program support to Surface Operations senior leadership, Regional Security Directors, Regional Operations Directors, and Transportation Security Inspectors - Surface.
Direct analysis of transportation security issues, programs, and initiatives that cross organizational boundaries and affect DHS and TSA strategic objectives.
Develop detailed performance reports, including measures of security program effectiveness, industry compliance rates, and national field office surface inspector utilization.
Directly review the work of immediate subordinates.
