SUPERVISORY OPERATING ACCOUNTANT

About The Position

Integral part of Code F team who is primary back-up for Headquarters Accounting Manager; directly responsible for Concession business accountability valued at over $166 Million; supervises the Project Accounting Technician with oversight to the reporting of project related capital expenditures of approximately $54 Million per year.

Requirements

A four year bachelor's degree with an accounting major or bachelor's degree supplemented with at least 24 hours in accounting or auditing.
3 years of responsible experience in accounting or auditing or successful experience in positions with a variety of highly responsible accounting functions, supplemented with 24 semester hours of accounting or auditing courses of appropriate type and quality.
4 years of progressively responsible experience which provided a broad knowledge of the principles, theories, techniques and methods of accounting and auditing; the ability to conduct audits and analyses of operational areas; and preparing reports and results of audit; or similar work which demonstrated the knowledge and abilities required of the position.

Responsibilities

Supervises Project Accounting Technician and provides job-related training, sets and enforces performance standards, approves leave, and appraises performance
Serves as financial point of contact for Navy Exchange centralized concession operations and as such reviews concession contracts, monthly concessionaire sales and commission reports as well as register readings when available, to ensure reasonableness of sales reporting, compliance with financial terms of agreements, and accurate commission calculations and then prepares appropriate entries to properly record and distribute concession sales and income to the exchanges; notifies Code K and Operations of discrepancies in commission calculations, reported sales, and delinquent payments for action; receives and monitors concession commission payments; monitors accounts receivable balances and makes appropriate adjustments as necessary; assists exchange personnel and headquarters personnel as well as Concessionaires and other 3rd party personnel with questions and concerns regarding centralized concession financial reporting.
Prepares financial analyses and reports regarding concession operations for Food Services Operations personnel, Contracts personnel, and 3rd party interests; in addition, reports are posted to NEXCOM intranet (NEXWEB) for use by exchange and field personnel.
Calculates monies due 3rd parties under concession and vending contracts and initiates payments.
Analyzes banking transactions, treasury reports, and loan pay out schedules related to Navy Exchange bank loans and revolving line of credit in order to calculate and properly record the short and long term debt balance and interest expense on debt, making adjustment, payment, and accrual entries as necessary.
Reviews Navy Exchange program investment portfolio and banking transactions and calculates and properly records certificate of deposit and repurchase agreements financial transactions including interest earned on investments, making adjustment, payment, and accrual entries as necessary.
Reviews AAFES Catalog Distribution of Earnings/Loss worksheet and calculates and distributes the Navy share of catalog profits / losses between the Navy Exchange program and the Ship Store program; initiates payment to Ship Store program.
Participates in the preparation and review of the monthly consolidated financial statements of the Navy Exchange program to include preparation and review of journal vouchers, general ledger accounts, etc
Makes appropriate adjustments or corrections, making necessary decisions to properly record entries, as required. Initiates correspondence to effect corrective action where necessary.
Provides instructions and procedures for accomplishment of section activities.
Reconciles general ledger accounts; prepares monthly account analyses and work papers for various headquarters accounts.
Prepares schedules and analyses of accounts for NEX programs as required by Certified Public Accountants for their annual audit which includes reviewing for accounting accuracy, adherence to established guidelines, year-end reports submitted by exchanges; acts as a point of contact for the Certified Public Accountants during the year end audit, answers questions pertaining to operating statements and assists in gathering the necessary information that they may need to complete their audit.
Maintains contact with NEX field personnel and NEXCOM headquarters personnel for the purpose of issuing or obtaining clarifying data and information, resolving problem areas, etc.
Assists in the development and monitoring of accounting procedures related to new business initiatives.
Provides oversight to the maintenance and analysis of the Activity Management system and Fixed Asset system related to buildings, building improvements, and project related equipment for Navy Exchanges.
Provides direct assistance and guidance to NEXCOM Code F management, especially on matters relating to food contracts and concession operations.
Performs as back up supervisor in the Headquarters Accounting Manager's absence.
Performs other duties as assigned.
