About The Position

Securing Travel, Protecting People - At the Transportation Security Administration, you will serve in a high-stakes environment to safeguard the American way of life. In cities across the country, you would secure airports, seaports, railroads, highways, and/or public transit systems, thus protecting America's transportation infrastructure and ensuring freedom of movement for people and commerce. This Human Resources Specialist position is located within Human Capital (HC) Talent Management (TM), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Managing HR programs, subordinate personnel and other resources to meet program objectives and further HC's goal to provide quality HR services to the agency. Develops short-term and long-term plans to accomplish work and manager changes in management directives or available resources. Provides senior level advisory services to personnel at all levels on issues that often have agency-wide impact. Provides authoritative interpretation and instruction on laws, regulations, policies and procedures. Monitors, analyzes and evaluates program execution at subordinate level(s). Conducts policy reviews to evaluate effectiveness of policies and practices. Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.

Requirements

  • You must possess U.S. Citizenship or be a U.S. National.
  • You must have reached the minimum age (18) at the time of application.
  • You must complete a favorable Background Investigation (BI).
  • Selective Service registration is required.
  • You must be able to maintain a government travel card.
  • To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Researching, interpreting, applying, and advising others on Federal laws, regulations, policies, and guidelines regarding recruitment and staffing; and
  • Briefing management and communicating complex human resources issues in a clear, concise, and logical manner to a variety of audiences at various levels of the organization; and
  • Experience conducting special projects or comprehensive reviews/studies to evaluate and resolve operational issues; and
  • Operating in a high-volume hiring environment performing at least 5 of the following functions: recruitment strategy; recruitment ad development and placement; recruitment event planning and support; posting job opportunity announcements; conducting eligibility and qualification reviews; issuing selection certificates; updating candidate or new hire records in various electronic systems (e.g., USA Staffing, National Background Investigation Services, DHSiD, Integrated Security Management System); reviewing candidate or new hire forms (e.g., SF-86, OF-306, SF-61) for accuracy and completeness; extending tentative and final job offers; responding to candidate inquiries; resolving candidate issues; coordinating candidate assessment activities; supporting onboarding procedures; preparing reports or interpreting data related to recruitment and staffing activities; understanding HR Information System platforms, functionalities or data reporting tools; resolving candidate data integrity issues for recruitment and staffing functions; or analyzing candidate workflow data or conducting studies to improve hiring program efficiency, compliance or service delivery.
