About The Position

Securing Travel, Protecting People - At the Transportation Security Administration, you will serve in a high-stakes environment to safeguard the American way of life. In cities across the country, you would secure airports, seaports, railroads, highways, and/or public transit systems, thus protecting America's transportation infrastructure and ensuring freedom of movement for people and commerce. These vacancies will be filled through DHS/TSA's Direct-Hire Authority pursuant to TSA MD 1100.30-26. Under the Direct-Hire Authority, category grouping and Veterans' Preference does not apply. This Supervisory Human Resources Specialist (Direct Hire) position is located within Human Capital (HC) Operations, Transportation Security Administration (TSA), Department of Homeland Security (DHS). The incumbent serves as the Director and reports directly to the Executive Director of the Human Capital (HC) Operations. Duties include but are not limited to:

Requirements

  • You must possess U.S. Citizenship or be a U.S. National.
  • You must complete a favorable Background Investigation (BI).
  • Selective Service registration is required.
  • TSA is designated as a National security Agency as such all positions are considered national security. As such all positions in TSA are minimally designated as Noncritical-Sensitive which are positions that have the potential to cause significant or serious damage to the national security.
  • Must complete a one-year supervisory probation period, if not already completed.
  • To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J Band or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Demonstrate advanced knowledge of federal HR laws, regulations, policies, and procedures to ensure the agency is compliant with program requirements and procedures related to the processing of SF-50's, electronic Official Personnel Folder (eOPF) requirements, and the eligibility for employee benefits; AND
  • Demonstrate advanced knowledge of federal government personnel processing and employee benefits programs including but not limited to, the proper coding of Notification of Personnel Actions (SF-50's) and eligibility requirements for employee benefit programs (e.g., Federal Employee Health Benefits, Federal Employee Group Life Insurance, and Federal retirement options; AND
  • Ability to independently research and provide options and recommendations for rectifying complex personnel processing issues that may impact employees or the entire agency.

Responsibilities

  • Conducts briefings, participates in conferences/meetings, and presents information to managers and executives, as needed regarding benefits, payroll, timekeeping, Voluntary Early Retirement Authority (VERA), retirements and hiring/supervising/directing the work of staff and developing cooperative and effective relationships to attain harmony, high morale and a spirit of cooperation among staff.
  • Manages and oversees personnel transaction processing and advisory services. Establishes priorities for processing human resource actions.
  • Expert consulting services to Senior Leadership in the areas of Personnel, Benefits and Payroll Services.
  • Ensures work assignments, position descriptions and performance standards are current and accurate. Initiates the full range of personnel actions, e.g., performance awards, incentive awards, training, etc., to maintain employee performance and morale.
  • Fosters a work environment where employee differences are valued, and employees are encouraged to develop and use individual skills, abilities, and talents.
