About The Position

The incumbent serves in an ambulatory care setting and is responsible for managing services and nursing staff assigned to the department. This position is located within the Tohono O'odham Nation Health Care Sells hospital and San Xavier, San Simon, or San Simon Health Center. The incumbent is responsible for supervising and managing the ambulatory care department and ambulatory care staff.

Requirements

  • Bachelor or higher degree from a professional nursing program approved by the legally designated State-accrediting agency at the time the program was completed by the applicant.
  • One year Ambulatory Care experience in a clinical setting or urgent care setting.
  • One year of supervisory experience.
  • Active, current, and unrestricted license as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or the United States territory.
  • Certifications in Cardio Pulmonary Resuscitation (CPR), Automated External Defibrillator (AED), and First Aid upon hire.
  • Knowledge of Tohono O'odham culture, customs, and traditions.
  • Knowledge of established and up-to-date nursing concepts, principles, practices, and procedures required to provide nursing care to potentially high-risk complicated patients.
  • Knowledge of regulatory agencies' documentation requirements and ability to accurately and completely document clinical data.
  • Knowledge of application and use of specialized equipment, including monitors.
  • Knowledge of hospital policy and procedures relating to infection Control and Performance improvement.
  • Knowledge of pharmacology of various medications and their therapeutic and adverse reactions.
  • Knowledge of physical assessment, disease processes, and interventions.
  • Knowledge of age-specific aspects of care.
  • Knowledge of proper practice and procedures in emergency situations, including the implementation of life-saving procedures.
  • Knowledge of human behavior to provide counseling, guidance, and health instruction to create and maintain a positive healing experience for patients and their families.
  • Knowledge of basic management techniques to provide guidance and leadership to other nursing personnel and develop a flexible, individualized, and comprehensive management plan.
  • Knowledge of various cultures, customs of different ethnic groups, and ability to incorporate and appreciate their healthcare delivery efforts.
  • Knowledge of statistical and research methods and applying them as needed to identify and solve problems not susceptible to other methods.
  • Strong leadership skills and abilities, including the ability to motivate people toward accomplishing organizational goals and objectives.
  • Knowledge of Health Insurance Portability and Accountability Act of 1996, Public Law 104-191 (HIPAA).
  • Knowledge of supervisory and managerial skills and applies skills assigned department.
  • Knowledge of and skill in using personal computers, various software, RPMS database, and related computer equipment is required to maintain databases, prepare reports, and track program activities.
  • Organizational skills.

  • Upon recommendation for hire, a criminal background and a National FBI fingerprint check are required to determine suitability for employment, including a 39-month driving record.
  • May require possessing and maintaining a valid driver's license (no DUIs or major traffic citations within the last three years).
  • If required, must meet the Tohono O'odham Nation tribal employer's insurance requirements to receive a driver's permit to operate program vehicles.
  • Based on the department's needs, incumbents may be required to demonstrate fluency in both the Tohono O'odham language and English as employment conditions.

Responsibilities

  • General managerial duties with planning, organizing, directing, and evaluating a comprehensive ambulatory care program.
  • Establishing and implementing long and short-term policies and programs for ambulatory and nursing care services.
  • Monitoring the nursing program plans and preparing routine reports based upon program plans.
  • Ensuring compliance with standards such as HIPAA, Privacy Act, Infection Control, and national accrediting bodies (TIC, CMS, OIG).
  • Keeping abreast of changing developments, health care policies, directions or practices, and the changing health care needs of the population served.
  • Maintaining a significant budget that includes ambulatory care and nursing personnel, FTEs, equipment, supply purchases, travel, and training.
  • Carrying out the mission, vision, and goals of the Tohono O'odham Nation Health Care.
  • Planning and adjusting work schedules and operations to meet organizational objectives, priorities, deadlines, and standards of care to deliver ambulatory and nursing services.
  • Evaluating operations and services provided concerning patient flow, productivity, and care needs of the population served.
  • Developing an orientation plan for each employee specific to their skills and needs of the unit and agency.
  • Maintaining competency files on each employee.
  • Coordinating and assuring that qualified staff are available as preceptors for new team members.
  • Ensuring that all staff members maintain 100% compliance with licensure requirements.
  • Conducting meetings and conferences with ambulatory care and nursing staff to explain work requirements, methods, and procedures as needed.
  • Giving special instructions on complex or different activities and answering technical questions about work assignments.
  • Informing employees about the policies, procedures, and goals of management-related work of the unit.
  • Supervising employees who perform professional nursing care, medical assistant care, and patient registration duties and providing technical and supportive activities in an ambulatory care setting.
  • Determining personnel needs and managing available resources to provide optimal patient care.
  • Evaluating employees' performances; developing work improvement plans as needed, recommending training needs, and suggesting awards/recognition.
  • Resolving informal complaints of employees and referring those beyond the unit level to higher management.

  • Participating with the supervisory nursing staff members to formulate policies, programs, and procedures related to nursing care and services and overall clinical services.
  • Developing and implementing plans and programs to improve or revise present programs services to meet the changing needs of the patient population.
  • Participating in decisions which affect the ability of TONHC to provide adequate patient care, thus affecting the life and wellbeing of patients.
  • Providing recommendations relative to performance improvement, safety control, and infection control inspections.
  • Working with tribal groups and university-based nursing programs to promote and understand the hospital programs.
  • Working with a university-based nursing program to develop and strengthen the profession of nursing and individual nursing students (in-state and out of state).
  • Participating in collaboration with the Nurse Executive Team to recruit and retain qualified and experienced professional nursing staff.
  • Participating with the supervisory nursing staff in the formation of strategic planning that incorporates long-term and short-term goals.
  • Rotating supervisory call-back duties within the Division of Hospital Nursing Branch as scheduled.
  • Maintaining clinical competence and expertise in a specialty area, providing skilled and comprehensive nursing care to patients in the clinical/community setting.
  • Closely observing patients for conditions that may require emergency measures.
  • Exercising sound judgment in interpreting observations to the physician and initiating emergency measures.
  • Preparing routine reports to the immediate supervisor.
  • Performing other duties as assigned.
