About The Position

ICF is seeking Supervisory Case Coordinators to lead teams of Case Coordinators who work directly with ORR care provider staff and federal staff. The role involves making recommendations for the release and/or transfer of unaccompanied children and providing case consultations to support the best interests of children in ORR custody. This project aims to develop and maintain a national case coordination program that offers child welfare-based recommendations for unaccompanied children in Office of Refugee Resettlement (ORR) custody, focusing on safe and timely release, identification of children with special needs, and placement recommendations. Supervisory Case Coordinators will support multiple teams of Direct Operations Case Coordinators and Case Coordinators, ensuring program functions are carried out with transparency and respect for children, families, and staff. Candidates must understand unaccompanied children, child welfare best practices, and be able to maintain positive relationships. Bilingual proficiency in English and Spanish is required. The position involves both onsite and remote work, with the need to cover teams as needed and occasional visits to care provider sites. Teams under supervision are assigned to one or more care provider facilities and/or influx facilities. Up to 10% travel within the region is required. Candidates must live within 50 miles of an ORR facility and be available to work some nights/weekends.

Requirements

  • Master’s degree in social work or a social science related discipline.
  • 5+ years of demonstrated post-graduate direct service delivery experience working with youth and trauma-informed care.
  • 3+ years of experience working with immigrant youth, unaccompanied children (UC), and families.
  • At least two years of supervisory experience.
  • Understanding of complex family relationships and dynamics.
  • Demonstrated ability to review case files and assess/document information from a variety of sources.
  • Experience working with MS Office suite.
  • English/Spanish bilingual fluency.
  • Tier 2 Security Clearance or the ability to secure such clearance.
  • Must live within 50 miles from an ORR facility.
  • Available to work some nights/weekends.

Nice To Haves

  • Licensure is preferred.
  • Knowledge of migrant/refugee issues, particularly related to UC and sponsor families and the processes/documentation required for sponsor release.
  • Working knowledge of challenges related to unaccompanied children’s placement and release and post-release services.
  • Experience working for a refugee program.
  • Experience in mental/behavioral health for children or experience with juvenile justice programs.
  • Prior work experience in a consulting environment.
  • Solid team player with proven ability to manage competing priorities, perspectives and stakeholder needs.
  • Exceptional project management skills, with a focus on TA project management.
  • Strong analytical, problem-solving, and decision-making capabilities.
  • Ability to prioritize and manage multiple activities simultaneously in a fast-paced, changing environment.

Responsibilities

  • Provide oversight and supervision of Direct Operations Coordinators and their assigned teams.
  • Consult and staff complex cases elevated by teams in assigned geographic regions.
  • Provide input on clinical, safety, and well-being issues for behavioral/mental health, physical health, juvenile justice issues, and other specialized needs impacting the care of unaccompanied children and decisions regarding safe and timely release and level of care for potential transfers.
  • Identify and elevate emerging trends and/or issues identified by program teams (Case Coordinators and Direct Operations Coordinators) to the Lead Supervisory Case Coordinator.
  • Serve as the primary point of contact for elevated cases from Direct Operations Case Coordinators and engage with federal staff as needed.
  • Supervise and evaluate Direct Operations Coordinators in their regional area of assignment.
  • Support the training and performance management of program staff (Case Coordinators and Direct Operations Case Coordinators) in conjunction with the ICF operations team.
  • Conduct on-site visits of program teams (Case Coordinators and Direct Operations Case Coordinators) for supervision purposes.
  • Perform other duties related to case coordination goals for unaccompanied children’s safe and timely release and related ORR needs.
